Job Summary
The Payroll Manager is responsible for overseeing and executing all aspects of payroll processing for The Center for Women and Families. This role ensures that payroll transactions are processed accurately, timely, and in compliance with federal, state, and local regulations. The Payroll Manager will also be responsible for maintaining payroll records, ensuring proper tax reporting, and supporting financial audits related to payroll functions.
This position requires strong analytical skills, attention to detail, and the ability to maintain confidentiality while ensuring the accuracy and integrity of payroll data. The Payroll Manager will work closely with Finance, Human Resources, and other key stakeholders to support smooth payroll operations.
Essential Duties and Responsibilities
Payroll Processing & Compliance
- Manage and process payroll for all employees, ensuring accuracy and compliance with applicable wage and hour laws.
- Review and verify employee timesheets for proper completion and approval before payroll submission.
- Update payroll system with employee changes, including benefits deductions, 401(k) withholdings, PTO payouts, and reimbursements.
- Ensure payroll tax compliance, including the timely filing of quarterly state unemployment returns and other payroll-related tax filings.
- Address payroll discrepancies, resolve employee concerns, and provide exceptional support regarding payroll inquiries.
Payroll Data Integrity & Reporting
Analyze payroll data for accuracy and submit final payroll to the processor before deadlines.Maintain accurate payroll records, including salary changes, adjustments, and garnishments.Generate reports for finance and HR teams, including labor cost analysis, payroll summaries, and tax filings.Support internal and external audits related to payroll compliance.System & Process Improvement
Work with Finance and HR teams to streamline payroll processes and improve system functionality.Identify opportunities for automation and efficiency within payroll operations.Stay updated on changes in payroll laws and regulations to ensure ongoing compliance.Collaboration & Employee Support
Work closely with HR to ensure proper documentation of payroll-related employee changes, terminations, and new hires.Assist in employee education and training on payroll processes, tax withholdings, and benefits deductions.Act as a liaison between employees, HR, and finance teams to ensure smooth payroll administration.Qualifications

Bachelor's degree in Accounting, Finance, Business Administration, or a related field preferred.A minimum of 3-5 years of experience in payroll processing, finance, or accounting.Experience with payroll tax reporting and compliance.Payroll certification (FPC, CPP) is a plus.Must have a valid driver's license and maintain a driving record that meets CWF automobile insurance requirements if operating a company vehicle.Must pass a criminal background check.Essential Physical Requirements
Ability to sit for extended periods while working on payroll systems and reports.Occasional lifting of files and payroll documents up to 20 lbs. independently and up to 70 lbs. with assistance.Ability to work in a fast-paced environment with tight deadlines.Some travel may be required for training or compliance updates.
