Overview

The Regional Health, Safety and Environmental (HSE) Manager is responsible for implementation, support and continual improvements of the regional Health, Safety and Environmental Programs. Support the development and success of a positive safety culture.

Responsibilities

ESSENTIAL FUNCTIONS

  • Ensure that all marine operations are conducted with regard to the safety of personnel, vessel and environment.
  • Ensure all activities are conducted to ensure implementation and adherence to the requirements of the ISM Code, Safety Management System and specific requirements documented and summarized in the Quality Systems Manual and Marine Operations Manual.
  • Work with HSE team and Operations team colleagues to develop and support Health, Safety and Environmental programs as a senior member of the HSE team.
  • Research regulatory information applicable to company and ensure compliance with all local, state and federal regulations.
  • Support the integration of Centerline Logistics (CLL) systems validation, safety, engineering and occupational safety across the CLL Safety Management System.
  • Develop and implement HSE plans, processes and procedures as part of the Project Management, Business Management, and Management of Change Systems.
  • Coordinate company oil spill and emergency response activities applicable to specific region.
  • Manage the Regional Emergency Response team and respond to company reported incidents according to company policy.
  • Manage regional incident investigations.
  • Assist operations in auditing and documenting CLL Subcontractors and vendors.
  • Manage regional HAZID and R/A portal content and ensure all risks and obligations in the HAZID register are appropriately mitigated.
  • Perform company and vessel audits and make recommendations for improvement.
  • Support Company training meetings as needed.                             
  • Represent the company at government and industry affairs as needed.
  • Manage the workflow and performance of the Regional Health, Safety and Environmental Advisor(s)
  • Perform other duties as assigned.

 

SECONDARY EMPHASIS FUNCTIONS (MAY BE DESIGNATED TO YOU AS SPECIFIC RP)

  • Company Auditing
    • Assist the VP and Director of HSE in the scheduling, facilitation, and follow up of internal and External Company Audits and Assessments.
  • Company Training
    • Assist the VP and Director of HSE in the development, scheduling and execution of Company Training Programs.
  • Company Policy and Procedure Development
    • Assist the VP and Director of HSE in development and writing of new Policies and Procedures.

Qualifications

  • Familiarity with tug and barge/oil transportation industry, tank barge operations, ship operations, and terminal/refinery operations
  • Trained in Incident Investigations
  • Trained in ISM Auditing: Including ISO 9001, 14001 and OH&S 18001.
  • Ability to work with others using courtesy, tact, and good judgment.
  • Maintain the confidentiality of all sensitive communications.
  • Ability to understand and execute complex oral and written instructions.
  • Ability to work independently with minimal or no guidance.
  • Computer Skills: Proficient in Microsoft Word, Outlook, Excel and PowerPoint
  • Valid TWIC
  • Valid State driver’s license

Job Condition and Environment

  • Required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.

Expected Hours of Work

  • Normal work hours are 7:00 a.m. to 4:00 p.m. Monday through Friday however hours will need to be flexible depending on company needs.
  • Must be available to take emergency calls on a designated call schedule.
  • Traveling to other locations may be required.
