1. Develops, facilitates, and implements all phases of the recruitment process.2. Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.3. Identifies and implements efficient and effective recruiting methods and strategies based on the staffing needs, mission requirements, and the needs of the organization.4. Assists with job posting and advertisement processes. Screens applications and selects qualified candidates. Schedules interviews; oversees preparation of interview questions and other hiring and selection materials. Assists with the interview process, attending and conducting interviews with the hiring officials, managers, and other stakeholders.5. Effectively communicates and provides ongoing engagement to communicate recruitment timelines, status updates, interviews and timely responses to inquiries.6. Collaborates with the Workforce Services Department (WSD), the hiring manager and/or other management personnel during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.7. Attends and participates in job fairs and recruiting sessions.8. Ensures compliance with federal, state, and local employment laws and regulations, and company policies.9. Facilitates pre-employment background checks, physicals, and drug screenings with third party vendors.10. Maintains accurate and current applicant database. Performs data entry and verification of applicant information. Files and maintains applicant records for future references.11. Monitors and applies recruiting best practices based upon research of trends and changes in the market to assist with recruiting efforts.12. Assists WSD in special projects and other day-to-day activities as needed.13. Must perform all responsibilities for environment, safety and health as defined in Procedure 1-3100 and adhere to the principles and functions of Integrated Safety Management.Knowledge/Skills/Abilities & Other Requirements
1. Bachelor’s degree in Human Resources, Business Administration, or equivalent combination of education, training, and HR/Recruiting/Talent Management experience.2. Three years of human resources or recruitment experience.3. Excellent verbal and written communication skills.4. Ability to create and implement sourcing strategies for recruitment for a variety of roles.5. Proactive and independent with the ability to take initiative.6. Excellent time management and organizational skills with a proven ability to meet deadlines.7. Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.8. Proficient with Microsoft Office Suite.9. Travel may be required.10. SHRM-CP or PHR preferred.11. Must be able to obtain/maintain a DOE "L" clearance.Additional Info
Interview Process and Length
The interview process will last approximately 1 hour and consists of the following:1. Panel Interview - 30 minutes2. Skills Assessment – 30 minutes
Selection and Notification

Internal applicants who are not selected for an interview will be notified in writing. Candidates who are selected for an interview will be notified of the final disposition. Candidates who interview must score 70 or higher on the interview/assessment process to be considered.
