Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology OIT, Enterprise Systems Solutions Group (ESSG), Division of Medicare Systems Support (DMSS). As a IT Specialist (Operating Systems), GS-2210-13, you will provide technical direction to contractors in the design, development and implementation for release management of maintenance and system enhancements. Responsibilities Develop system proposals and coordinate the efforts necessary to translate management objectives / directives into an advanced IT system. Provide day-to-day technical direction to systems contractors and evaluate contractor performance for release management. Collaborates with business owners to review change requests for each system and provides estimates for implementation. Advise all levels of center / office management, technical personnel, and contractors regarding design and feasibility of system proposals in area of responsibility. I have IT-related experience, demonstrated by paid or unpaid experience obtained in either the private or public sector and / or completion of specific, intensive training that demonstrates that I possess each of the following four competencies : (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In order to qualify for the GS-13, you must meet the following : You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include : : 1) Managing the development and implementation of IT solutions using Agile development methodologies; 2) Managing cloud hosted projects using platforms / technologies such as Amazon Web Services (AWS) or Azure; development security and operations (DevSecOps); CI / CD pipelines (Jenkins, GitHub, etc.); or Application Programming Interfaces (APIs); AND 3) Providing technical recommendations to management for improvements to IT projects, systems, or operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Tour of Duty : Flexible Recruitment / Relocation Incentive : Authorized Financial Disclosure : Not Required This position will be in direct support of the Inflation Reduction Act of 2022. This Act increases healthcare spending by nearly $100 billion, mainly by extending the American Rescue Plan's temporarily-expanded Affordable Care Act (ACA) premium tax credits for an additional three years, through 2025. The bill will also allow Medicare to negotiate prescription drug prices, implement improvements to Medicare Part D including a benefit redesign and new manufacturer discount program, impose inflation rebates for Part B and Part D drugs, and other miscellaneous changes in Part B and Part D to improve the affordability of prescription drugs. Workplace Flexibility at CMS : This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
