SUMMARY: 

The Director of Technology is a leadership position responsible for the strategic planning, implementation, and management of all technology initiatives within Winchester Public Schools. This role requires a visionary leader with a strong understanding of current and emerging technologies in education, cybersecurity best practices, managing an enterprise data and voice wide area network, data storage, manipulation, integration and integrity, and experience managing complex technology projects and budgets. The Director will oversee a team of technology professionals and work closely with school administrators, teachers, and staff to ensure technology effectively supports teaching and learning.

 

LOCATION:

Winchester Public Schools is comprised of one high school, one middle school, one intermediate school, and four elementary schools including a Pre-K program, and one alternative education program serving over 4,300 students, supported by approximately 700 full time employees. Winchester is situated in the picturesque Shenandoah Valley of Virginia, 65 miles northwest of Washington, D.C. Its location, rich history, and diverse economic base make it an attractive community in which to live.

SUPERVISORY RESPONSIBILITIES:

Supervise the Supervising Network Engineer, Network Engineers, Computer Technicians, Technology Support Specialists, and Instructional Technology Coaches

 

KNOWLEDGE, SKILLS AND ABILITIES:

LANGUAGE SKILLS: Ability to read, analyze and interpret policies, financial reports, legal documents, technical manuals, and data spreadsheets.  Ability to respond to common inquiries or complaints from parents, school board members, and staff regarding all aspects of the division’s computer technology program. Ability to gather data and write reports, analyzing specific problems/issues and outlining corrective measures. Ability to effectively present information to various groups; e.g. staff, parents, community members, school board members, and city council members. Ability to interact successfully with a wide variety of individuals and groups. Ability to articulate effectively in both oral and written form.

 

MATHEMATICAL SKILLS:  Ability to calculate figures and amounts such as interest, proportions, fractions, ratios, and percentages. Ability to apply concepts of basic algebra, probability, statistics, trigonometry and geometry. 

 

REASONING ABILITY:  Ability to apply common sense understanding and to apply appropriate and fair judgment in considering information from more than one source.  Ability to be objective in solving problems. Ability to identify, manage, and resolve conflicts. Ability to initiate and sustain multiple projects. Ability to think, problem find and problem solve creatively and collaboratively. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.


QUALIFICATIONS/EDUCATION AND EXPERIENCE:  

Bachelor’s degree in Information Technology, Computer Science, or related field (MIS, Educational Technology, Network Engineering, etc.). M.S. desired. Minimum of five years of experience in a technology leadership role, preferably in an educational setting. Extensive knowledge of network infrastructure, cyber security, and data management and ability to manage enterprise class wired and wireless computer networks. Experience with E-Rate program administration. Excellent project management and budget management skills. Experience with the OneRoster data interoperability standard and securely sharing data between educational systems. Extensive experience administering a Google Workspace for Education instance.

 

CERTIFICATES, LICENSES, REGISTRATIONS:

Information Technology Leadership relevant certifications (CETL, ITIL, CITM, CISSP, CISM, PMP) preferred. Possess a valid Virginia driver's license and the ability to travel to individual schools within the school division. Available for call-back in emergency situations.

Duties performed typically in settings to include: Central/City office and schools/departments
throughout division/city. Job is primarily sedentary work. Occasional walking, stooping, standing, squatting, lifting, up to approximately 30 pounds, and occasional lifting of equipment and/or materials weighing up to approximately 40 pounds may be required. Other limited physical activities are required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside environmental conditions. Regular contact with city/school employees is required.

The employee is required to transport self throughout the school division as part of carrying out duties.

SALARY:  

Commensurate with experience. Range is $108,433 - $178,617; salary includes payment for Master's Degree

 

WORKDAY:

Full time/ 12 month/ 260 Days
