An ARB is a group of citizens authorized to resolve disputes between property owners and appraisal districts. ARB members are locally appointed to serve two-year terms on their local ARB where they hear taxpayer protests and taxing unit challenges. After listening to the property owner and appraisal district representative, the ARB makes a determination on the issues heard during the protest. ARB decisions are binding only for the tax year in question. Service on the ARB does not constitute a full-time commitment during most of the year. Members are public officials, not employees of the CAD. ARB members are required to attend ARB meetings and attend training provided by the Texas State Comptroller in addition to serving on panels for actual ARB hearings. Members are compensated via per diem ($175/day) for conducting hearings, attending ARB meetings, and State Comptroller training. Serving on the ARB is generally a full-time commitment during the summer months and requires members to be available to serve all day, Tuesday - Friday from May through July. Regular ARB meetings as well as supplemental hearings will be held monthly during the remainder of the year. ARB members may not be scheduled every day, but must be available, to serve, if needed on scheduled hearing days.
