About the Responsibilities
As a Contract Analyst, you would develop, solicit, and administer contract documents for the procurement of equipment, materials, supplies; and commercial services necessary to support the Central Arizona Project’s (CAP) operation. To identify and execute strategic sourcing strategies and category management activities for assigned categories of goods and services while maintaining the highest ethical standards. To assist Senior Buyers and be a resource and consultant for mangers, requestors, and Procurement Specialists.
Some of the specific duties include:
1. Contracts and procures on behalf of the CAP for capital equipment, commercial services, and supplies for maintenance, repair, and operations in compliance with legal, technical, and CAP requirements.
2. Administers and manages contract terms and conditions, ensures timely receipt of deliverables and services under contract, and initiates appropriate action to assure contractor compliance with contract requirements.
3. Establishes and maintains current and complete records of contract actions, ensuring availability and quality of documentation in case of claims and litigation.
4. Plans and conducts pre-award and assists in post-award conferences to assure a mutual understanding of contractual requirements. Monitors contractor’s submittals to ensure compliance with the specifications. Serves in an advisory capacity to assist requestors in obtaining proper specifications, product information, and quality assurances of goods and services.
About the Qualifications
- Bachelor's degree (or higher) from an accredited college or university in purchasing business administration or other closely related field including Supply Chain Management and/or Accounting, and four (4) years relevant procurement experience; OR an Associate's degree (or higher) from an accredited college or university in purchasing business administration or other closely related field including Supply Chain Management and/or Accounting, and six (6) years relevant procurement experience including Supply Chain Management and/or Accounting; OR a high school diploma/GED plus eight (8) years of related procurement work experience including Supply Chain Management and/or Accounting. Performing occasional procurements as part of a job position does not constitute full-time work experience for this position.
- Advanced knowledge of contract documents, solicitation methods and contract administration.
- Advanced skill in reviewing and researching specifications and preparing solicitations and contract documents.
- Advanced skill in negotiating contracts.
- Ability to prioritize, schedule, and undertake concurrent work assignments.
- Ability to effectively communicate orally and in writing, including the ability to convey policies, procedures, and technical subjects in a clear, concise and positive manner.
- Ability to use judgment and initiative in making recommendations and resolving that are difficult and sensitive in nature.
- Ability to develop effective and cooperative working relationships with employees, suppliers and other public agencies.
- Ability to create documents using MS Word and Excel.
- Ability to perform research for products and services using the internet and other sources.
Required Certifications or Licenses:
Certification by a professional procurement association such as The Institute for Public Procurement (NIGP), Universal Public Purchasing Certification Council (UPPCC), or Institute for Supply Management (ISM). For promotion from a Procurement Specialist position, certification must have already been obtained.
