The Water Policy group at the Central Arizona Project (CAP) is seeking a Resource Planning & Analysis (RPA) Manager to lead a team of professionals that is dedicated to innovative, high quality water resource planning and analysis work.  RPA serves the CAP Board, Senior Management, and other CAP departments, including Colorado River Programs, the Central Arizona Groundwater Replenishment District (CAGRD), Finance, Legal and Water Operations.  RPA also participates in regional planning efforts and has regular interaction with the Arizona Department of Water Resources, Arizona Water Banking Authority, Bureau of Reclamation, cities and towns, and others.


With support and guidance from Senior Management, the RPA Manager will lead the RPA team to support CAP’s mission of delivering water in CAP’s three-county service area, which includes 6 million people and a diverse group of municipal, industrial, agricultural and tribal water users, The RPA Managers’ responsibilities include:


  • Leading a competent team of water policy analysts, reflecting CAP’s values of teamwork, safety, service, professionalism and integrity.
  • Engaging regularly with the CAWCD Board and CAP leadership on matters related to CAP business and strategic objectives
  • Provide subject matter expertise, water resource analysis and policy guidance on the development and administration of CAP water delivery contracts, agreements and programs
  • Represent CAP in discussions with water users, stakeholders and other governmental agencies
  • Lead or support specific CAP processes convened to facilitate conversations among CAP water users and stakeholders.
  • Support the mission of the Central Arizona Ground Water Replenishment District and the Arizona Water Banking Authority

A successful candidate will effectively use his or her knowledge, expertise and effective leadership skills to support the water delivery mission of the Central Arizona Project and to develop the competencies and abilities of the RPA team.  Knowledge of the Arizona water resource framework and experience interacting with diverse stakeholders on complex water resource issues is desirable.


CAP is the largest supplier of renewable water in the state of Arizona. We operate and maintain a 336-mile-long aqueduct and pumping plant system that stretches from our source at the Colorado River to the communities of central and southern Arizona. On a yearly basis, we pump and deliver over 1.5 million acre-feet of water to enhance the state’s economy and quality of life and ensure sustainable growth for current and future populations of Arizonans. CAP is highly respected and takes great pride in providing the people of Arizona this service reliably, cost effectively and in an environmentally sound manner with the highest regard for employee safety and health, evolving public needs and customer satisfaction. Qualifications

  • Bachelor's degree in related field.
  • Seven (7) years of progressive experience in resource planning, resource management, and/or policymaking.
  • Three (3) years of supervisory or leadership experience.
  • Ability to develop and explain performance standards, measures, and accomplishments.
  • Must have excellent interpersonal, negotiation, conflict resolution and customer service skills.
 
Certifications or Licenses: Must have a valid Arizona driver's license and maintain a good driving record.

Preferences
  • Masters degree or additional experience.
