About the Position:
Under the general direction of the Director of Communications and Outreach, the Senior Community Relations Manager is responsible for developing and implementing strategic community engagement initiatives to foster positive relationships between 3CE and its stakeholders. This role involves managing community outreach programs, coordinating with local organizations, and representing the organization in various community forums. The Senior Community Relations Manager will be responsible for developing and implementing strategies that enhance 3CE’s relationship with the community, local governments, and stakeholders. The Senior Community Relations Manager is also responsible for performing, leading others in, and managing the development and implementation of significant or complex public information, community engagement, marketing and promotion, and public education strategies and tactics in support of 3CE. The Senior Community Relations Manager exercises tact, diplomacy, and discretion in dealing with sensitive and complex issues.

Central Coast Community Energy (3CE) is a Community Choice Aggregation agency established by local communities to source clean and renewable electricity for customers in Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties.  3CE’s board of directors represents local city and county governments throughout the Central Coast. 3CE is committed to reducing greenhouse gas emissions through local control of utility-scale renewable electricity generation provided at competitive rates and the implementation of innovative energy programs that facilitate the electrification of transportation and built environments. 3CE promotes long-term electric rate stability and energy security while reducing reliance on fossil fuels and stimulating the local economy. 3CE is dedicated to serving the unique needs of our diverse community and achieving economic and environmental benefits through the advancement of renewable energy.     
  • Governmental Relations
    1. Develop positive relationships with elected officials, governmental agencies, and key stakeholders to advocate for 3CE’s interests and objectives.
    2. Track and report election results that impact 3CE.
  • Legislative Analysis
    1. Monitor local, state, and federal legislative developments that may impact 3CE. Provide timely, well-articulated analysis and recommendations to 3CE leadership on proposed policies as needed.
  • Partnership Development
    1. Identify and leverage opportunities for collaboration with other governmental entities, advocacy organizations, and industry groups to achieve shared objectives and amplify impact. Facilitate dialogue and coordinate efforts among diverse stakeholders.
    2. Represent 3CE and speak at various public events on behalf of 3CE to clearly articulate the vision for cleaner power at competitive rates, local control, and community programs. 
  • Issue Management
    1. Respond promptly to inquiries from elected officials, governmental agencies, and the public regarding 3CE’s policies, programs, and initiatives. Address concerns adeptly and resolve conflicts with tact and diplomacy.
    2. In close coordination with leadership, respond to public crises or controversies impacting 3CE or its customers. 
    3. Recommend and as directed deploy strategies to manage the agency’s public image as needed. 
  • Research and Analysis
    1. Conduct thorough research on emerging issues and trends.
    2.  Prepare well-written reports and presentations that distill complex information into actionable insights and recommendations for 3CE leadership. 
  • Representation
    1. May represent 3CE at community events, business meetings, and public forums to advocate for 3CE’s initiatives.
    2. Leads Community outreach efforts and ensures the agency’s initiatives are understood and supported in the community. 
  • Other duties as assigned.

 Knowledge of:

  • Advanced principles of public relations and communications 
  • Local, State, and Federal legislative process
  • Methodology and techniques for basic research, surveys, analysis, and evaluation.
  • Effective public engagement facilitation 
  • Relevant laws, regulations, and compliance requirements affecting the public sector.
  • Public relations strategies and techniques to effectively manage the organization's image and handle crises.
  • Understanding how government policies are formulated, implemented, and the impact they have on the public sector organization.
  • Ethical practices and maintaining transparency and accountability in all dealings.
Ability to:
  • Develop and execute strategic plans that align with organizational goals and respond to external changes and opportunities.
  • Understand the cultural, social, and economic factors that influence public opinion and policy.
  • Plan, execute, and manage projects related to external affairs and stakeholder engagement.
  • Display proficiency in both verbal and written communication, including public speaking, media relations, and crafting clear, persuasive messaging.
  • Manage and mitigate issues that may impact the organization's reputation or operations.

Education and Experience 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities for each classification would be:

Education: A Bachelor’s degree from an accredited college or university in communications, public relations, marketing, journalism, or a closely related field.

Experience: Four (4) years of increasingly responsible program experience, including experience in employee supervision and program development and implementation.

A combination of education and experience may be considered in lieu of the above qualifications.
Applicants with a Master’s 2 years work experience

License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or agency vehicle, a valid California Driver's license and an acceptable driving record are required.

Additional Requirements: This position may involve working nights, weekends, and holidays as needed. Additionally, occasional overnight travel may be required.

HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO: Current remote workdays are scheduled on Monday's and Thursday's. 


BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.

RETIREMENT- Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.

HEALTH INSURANCE3CE pays $1600.00 towards employee and family medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.

HEALTH & WELLNESS3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.  

DEFERRED COMPENSATION3CE offers 457 deferred compensations. 

PTOAccrued by tenure. 160 hours cap.

CELL PHONE ALLOWANCEThis position is eligible for a cell phone allowance of $50.00 monthly.
