General Summary
Oversees and processes payroll for Central Community College employees in accordance with college policies and procedures. Ensures that payroll procedures comply with federal and state regulations. Will perform responsibilities in accordance with college policies and procedures.

1. Directs and guides the daily operation of the Payroll department. Trains and assesses performance of the Payroll Assistant and provides appropriate feedback.

2. Enforces established payroll related policies, procedures, and regulations. Makes decisions relating to payroll procedure clarification and improvements.

3. Acts as the direct line of communication between the Payroll department and all college centers and campuses for the express purpose of discussing payroll procedures and concerns.

4. Analyzes payroll laws and computerized payroll processing and make recommendations to the Accounting Manager. Investigates and implements solutions to improve operations, streamline work process, and work cooperatively and jointly to provide quality customer service.

5. Provides recommendations and guidance to Accounting Manager, Human Resources staff, and supervisors area-wide. Supervises the processing of up to four payrolls per month, and actually processes at least one payroll per month.

6. Responsible for the maintenance of payroll records, logs, and files (to include spreadsheets, paper records, virtual documentation, etc.) in accordance with college policy and state and federal laws and regulations. Responsible for reconciling payroll reports for quarterly tax reporting.

7. Responsible for preparing, reconciling, and submitting all W-2 forms, W-3 reporting and state unemployment reports. Provides supporting documentation to the Internal Revenue Service, the Social Security Administration, and the State of Nebraska.

8. Verifies, calculates, and enters changes relating to legally required deductions including child supports, garnishments, tax levies, worker's compensation wage adjustments, and other deductions as required. Ensures timely reporting and payment of the employees' miscellaneous withholdings to appropriate agencies. Responsible for setting up payroll deductions for Central Community College Foundation contributions.

10. Performs research, analysis and preparation of various report requests each month. Collaborates with IT staff in developing / clarifying processing / reporting needs for the payroll area.

11. Responsible for maintaining the payroll module setup in the college integrated software system. Updates tax table, benefit and deduction codes, and stays alert to possible software upgrades. Provides assistance with interpreting and analyzing FLSA laws and ensure proper compliance.

12. Audits payroll processing as necessary to ensure employees' wages are processed correctly. Reconciles payroll deductions with A / P invoices.

13. Analyzes payroll reports for discrepancies or patterns. Makes recommendations to Division Leads concerning divisional payroll procedures. Directs supervisors on patterns of misconduct or abuse of overtime.
