Central San, a progressive public utility, is seeking a Electrical or Controls Engineer to fill the role of a Utility Systems Engineer. This limited duration position , which is expected to last between three to five years, will be assigned to the Capital Projects Division (Design/Construction) in the Engineering and Technical Services Department.
The position will be part of a team that is responsible for all design and construction of public works projects, relating to Central San's wastewater treatment and recycled water plant in Martinez, pumping stations located throughout central Contra Costa County, and other general facilities or buildings.
The Utility Systems Engineer plans, organizes, oversees, directs, and assists in a variety of facility, plant, and project activities for the Capital Projects Division. The Utility Systems Engineer performs mechanical, electrical, instrumentation, and control systems design or construction tasks in connection with operating, maintaining, and improving the wastewater treatment plant facility and pumping stations.
Central San’s treatment plant processes 35 million gallons of wastewater, incinerates 200 tons of biosolids, and recycles 2 million gallons of water daily. Treatment plant operation requires large equipment including multiple 40 MGD pumps, 70,000 cfm blowers, a 3.5 MW gas turbine, boilers, 2,700 hp diesel generators and a UV disinfection system. The facility generates both electricity and steam onsite and focuses on energy efficiency and heat recovery. Central San utilizes Modicon programmable logic controllers (PCL's), Wonderware, and Dynac SCADA systems for controls at both the wastewater treatment plant and pump stations.

Typical responsibilities include:
- Supervise and review the preparation of plans, contract documents, and specifications with an emphasis on E&IC for a variety of District engineering projects involving the wastewater treatment plant, pumping stations, and related facilities;
- Negotiate and administer contracts for a variety of routine and complex consulting projects, including reviewing and monitoring schedules, progress, and invoicing;
- Review and manage multiple projects, interpret regulations, building codes, industry standards and best practices; balance District priorities and objectives and analyze and resolve complex problems during design and construction;
- Prepare, review, and make recommendations on technical studies, reports, and cost estimates; and
- Oversee and coordinate the installation of electrical, instrumentation, and controls during construction projects
Experience:
Equivalent to a bachelor's degree from an accredited college or university with major work in electrical or mechanical engineering or closely related field.
Substitution for Education:
Four additional years of additional qualifying experience as noted above may be substituted for the bachelor's degree.
Licenses and Certificates:
Possession of a valid California Driver's License. A valid out-of-state driver's license will be accepted during the application process. Must possess a valid California Driver's License within 90 days of appointment.
A valid Certificate of Registration as a professional engineer issued by the State of California is desirable. Electrical preferred.
Five years of professional engineering experience performing duties in either process controls or electrical or mechanical engineering OR ten years of major project related journey level experience with emphasis in construction and installation of mechanical, electrical, instrumentation, and/or controls equipment and systems
Education:Equivalent to a bachelor's degree from an accredited college or university with major work in electrical or mechanical engineering or closely related field.

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on a Limited Duration eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list may be used to fill future limited duration positions in the classification.
Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.
Successful candidates not currently employed in regular status by the District must pass a pre-employment physical examination to be considered for appointment.
Salary : $151,820 - $183,551
