Head Start Director

Department: Head Start

Location: Juneau

Exemption Status: Exempt

Pay Grade(s): 14-16

Reports To: Senior Director of Early Education

Purpose: The Head Start Director is responsible for all aspects of Head Start department activities including monitoring and evaluating all activities, supervision of all personnel, and ensuring a close working relationship with parent committees, the Parent Policy Council, community IRA’s, and other community resources.

Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:

  • Administers all management support to the Head Start department, including budget, finance, planning, program evaluation, personnel, grant writing and oversight, and property management.
  • Supervises and administers all aspects of the Head Start Program and other programs assigned, responsible for program planning and the subsequent annual program application process.
  • Drafts regular progress and financial reports and assessments according to grant/funding requirements; requests budget revisions to ensure appropriate, equitable, and timely allocation of resources.
  • Monitors and evaluates all Head Start Program activities in cooperation with parent groups, staff members, federal and state agencies, and community organizations.
  • Ensures that the program meets Head Start Performance Standards, reviews, and report requirements.
  • Develop and implement policies and procedures in compliance with Head Start performance standards and regulations.
  • Maintains a procedure for the assessment of needs of children and families of preschool age children in each community under contract, generally referred to as community needs assessments.
  • Ensures adequate family involvement in all phases of the Head Start program, including policy development, contract management, classroom participation, parent educational activities, component plan development, local curriculum development, and social functions.
  • Organizes and oversees the recruitment, screening, and admissions of all Head Start children and families into the program(s).
  • Conducts public relations and community awareness in Southeast Alaska and develops a working relationship with all local community councils, IRA Councils, and the Alaska Head Start Association.
  • Networks with state and national Head Start agencies as well as local, regional, and state early childhood and family organizations to enhance improvements to service delivery.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively:

  • Knowledge of applicable state and federal employment laws and requirements.
  • Ability to work effectively with executives, managers, supervisors, employees, and employee representatives; and the ability to effectively lead a management team
  • Ability to maintain accurate, complete, and confidential records.
  • Excellent Computer Skills.
  • Proficiency in computerized record keeping and reporting.
  • Ability to communicate effectively verbally and in writing.
  • Excellent interpersonal and conflict management skills.
  • Working knowledge of the Head Start program.
  • Familiarity with Alaska Native cultures, particularly Tlingit, Haida, and Tsimshian.

Minimum Qualifications (education, experience, skills):

  • Bachelor’s degree in early childhood education, social work, education, or related field
  • Three (3) years’ experience in a managerial and supervisory capacity in an education, child development, family development, and/or childcare administration role
  • Possess a current First Aid/CPR certificate

Preferred Qualifications (education, experience, skills):

  • Master’s degree in early childhood education, social work, education, or related field
  • Five (5) years’ experience in a managerial and supervisory capacity in an education, child development, family development, and/or childcare administration program.

  • The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.

Work Environment. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job:

  • Some travel may be required on small aircraft or ferry.
  • Certain positions at Tlingit and Haida may have exposure to certain hazardous materials or conditions. The supervisor will review these if applicable.
