GENERAL DESCRIPTION

Performs complex (journey-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Central Counties Services incorporates principles of trauma-informed care, which includes cultural sensitivity, in all areas of service delivery. All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position.
  • Oversees the performance, training, planning, and administrative activities of a number of programs/grants pertaining to Supported Housing and Supported Employment.
  • Provides input in the development of new policies and procedures & monitors compliance with policies and procedures.
  • Provides clinical and administrative supervision to a team of Mental Health Professionals.
  • Oversees/prepares the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
  • Evaluates budget requests, monitors budget expenditures, and suggests adjustments as necessary.
  • Act as a liaison with agencies and internal programs to explain the programs and agency statutory requirements.
  • Provides consultation to other Department staff in matters related to housing and employment services.
  • Develops and maintains effective relationships with community members, stakeholders and community agencies.
  • Conducts weekly staff meetings for case coordination and communicating program policies and procedures.
  • Assures program productivity is maintained by monitoring performance contract reports.
  • Provides direct supervision and consultation to team members monthly & whenever emergency situations arise.
  • Shall apply the principles, techniques and procedures of Positive Coaching, Evidence Based Management, and Trauma Informed Care in order to increase collaboration and build job skills, meeting with employees on a scheduled basis, depending on the position at least monthly or quarterly to provide formal coaching.
  • Demonstrate high ethical standards, trustworthiness, and personal integrity.  Regular attendance, dependability, and promptness are required for the 8-5 work day or agreed upon hours 100% of the time, to ensure consistency and completeness of program’s processes.
  • Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures.  Complete continuing education as required by professional standards and the Center.
  • Other duties as assigned.

GENERAL QUALIFICATIONS

Experience and Education

  • Graduation from an accredited four-year college or university with a degree in the mental health field.
  • Minimum of three years’ program management experience in a similar setting or advanced senior level clinical duties and advanced post graduate education/training in mental health.

  • Ability to document work efforts timely and accurately.
  • Ability to follow through with project management skills including any group facilitation skills to ensure positive consumer outcomes are achieved.   
  • Ability to properly use computer programs, e.g. Microsoft Word and Excel.

Additional Requirements

  • Must have and maintain a valid drivers’ license with an acceptable driving record.
  • Regular attendance and reliability is critical to business operations.
  • Pre-employment skills testing in MS Office may be required.

Supervision & Leadership Behaviors

  • Onboarding of employees to include submission of the position requisition, conducting interviews and completing the hiring process following Human Resource guidelines.
  • Schedules assigned staff to participate in mandatory training in order to ensure staff competence and development.  Staff required trainings are up to date and staff are given opportunities for professional development.
  • Monitors performance of department and assigned staff using established reporting processes and provides feedback and coaching to ensure staff meet all contract, productivity and other performance targets.
  • Manages schedules, attendance and punctuality of assigned staff.  Staff time is reported on time and accurately and staff are able to make use of earned leave.
  • Supervisor is accessible to assigned staff and they are kept well informed of departmental and center happenings.
  • Supervisor applies the performance improvement (disciplinary) process consistently and in accordance with center policy. 
  • Ensure direct reports are aware of and adhere to Center policies & procedures.
