GENERAL DESCRIPTION
Performs highly complex (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May provide guidance to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist the Crisis Director in an array of technical, training, research, planning, policy, program assessment, and administrative activities for the Mobile Crisis Outreach Team (MCOT).
- Coordinates and collaborates with MCOT staff in program planning, development, implementation, analysis, and documentation of agency program.
- Coordinates and conducts surveys, inspections, or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
- Provides advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program for both MCOT staff and external stakeholders.
- Markets program to community and professional groups to encourage and/or improve interest in the program.
- Monitors required performance reports and recommends appropriate changes to the Crisis Director.
- Monitors, reviews, and evaluates compliance with program policies and procedures, statutes, and rules for assigned program.
- Reviews and evaluates information on service delivery system methods, outputs, activities, and trends to identify gaps in resources and recommends and implements improvements to resolve technical problems in assistance of the Crisis Director.
- May collect, organize, analyze, and/or prepare materials in response to requests for program information and reports.
- In collaboration with the Crisis Director, may review program area functions and operations, identify areas needing change, and develop plans to improve program or to address areas of concern.
- Conducts training of new staff and provides monthly coaching to all staff in skill development.
- Assist the Crisis Director in interviewing and onboarding new staff.
- Supervises the work of others.
- Maintains the Inpatient Care Waitlist for clients presently on the State Mental Health Facility waitlist each Monday, Wednesday, and Friday.
- Will maintain a caseload dependent upon department needs, availability, and level of licensure and may complete follow-up services, crisis assessments, and other crisis services duties, as needed.

- Applies the principles, techniques and procedures of Positive Coaching in order to increase collaboration and build job skills, meeting with employees on a scheduled basis, depending on the position at least monthly or quarterly to provide formal coaching.
- Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 workday or agreed upon hours 100% of the time, to ensure consistency and completeness of programs processes.
- Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center.
- Must stay compliant with all required training.
- Frequent travel within the catchment area is required.
GENERAL QUALIFICATIONS
Experience/Education/Licensing/Certification
- Experience in a field relating to the agency program.
- Graduation from an accredited four-year college or university with a major course work in a field relevant to the assignment is required to include psychology, sociology, social worker and like fields
- Experience and education may not be substituted for one another.
Preferred Requirements:
- Supervisory and administrative experience working with individuals with a mental illness and/or co-occurring substance abuse disorder in a hospital, outpatient or emergency setting.
Knowledge/Skills/Abilities

- Must have extensive knowledge of the supervision of other professional or paraprofessional staff, knowledge of the system of care in the mental health field.
- Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.
- Skill in identifying measures or indicators of program and staff performance and in operating a computer and applicable software.
- Ability to gather, assemble, correlate, and analyze facts; to establish goals and objectives; to devise solutions to administrative problems; to develop, evaluate and interpret administrative policies and procedures; and to plan, assign, and supervise the work of others.
