SUMMARY
The Director of Human Resources has the authority for leading and directing the efforts of a human resources team that provides exceptional customer service to internal and external stakeholders. The Director of Human Resources supports the educational performance and financial stability of the District, providing leadership, vision, and strategic direction for the District's human resources systems, procedures and processes including recruitment, selection, induction, benefits and compensation, labor relations, negotiations, retention, compliance, federal and state reporting, data systems, investigations, leave management, and performance management.
PRIMARY DUTIES AND RESPONSIBILITIES
- Responsible for the overall administration of all functions within the Human Resources department, including all aspects of recruiting, selection, placement, transfers and promotions.
- Administrator of the District applicant database and attendance database.
- Oversee the entire staffing process from application to on-boarding ensuring all policies and procedures are followed.
- Responsible for seeing that all collective bargaining agreements are implemented and enforced.
- Oversee the implementation of employee benefit programs.
- Implements and supports policies, regulations and CSPG’s.
- Ensure all staff are properly certified.
- Prepares and promptly submits all requested local, state and federal reports.
- Establishes clear and routine processes for staff submission of reports, personnel materials, credit reimbursements, and other personnel related documentation.
- Provide support to administrative staff for all employee relation issues.
- Conduct investigations into serious employment related matters.
- Work with legal counsel to resolve high-level employee relations situations. Act as district liaison with outside agencies such as law enforcement, Department of Children and Youth, etc. for situations regarding district staff.
- Participate in negotiations for collective bargaining agreements. Work with staff to research and prepare documentation pertinent to negotiations.
- Administer all aspects of compensation within the district.
- Develop and maintain annual operating budget for the HR Department.
- Ensure compliance with state and federal laws regarding employment.
- Supervise, evaluate and direct human resource office administrative staff roles and responsibilities.
- Plan, direct and coordinate training opportunities with administrators in relation to all Human Resource functions.
- Keep abreast of all local, state and federal laws in relation to human resource functions to ensure compliance.
- Belong to, attend, and participate in local, state, and national professional organizations.
- Develop, write and work toward the achievement of district and departmental goals.
- Recommend to the Superintendent all staff assignments, transfers, dismissals, and promotions.
- Develop and execute a comprehensive talent strategy too recruit, select, deploy and retain effective faculty.
- Maintains the Teacher Information System(TIMS).
- Production of employee handbooks, and timely communication on personnel related topics occurs on an on-going basis.
- Maintain adequate records pf personnel(ie. Applications, evaluations, commendations, references, and exit interviews).
- Help build a District culture that is inclusive, representative of the populations of students served, and reflective of the District’s mission and values.

QUALIFICATIONS
Knowledge and Skills: Must be able to communicate effectively with staff and the public. Should possess skills to develop and prepare effective written communication. Must be knowledgeable of human resources laws and regulations; must be able to work effectively with other administrators and governmental agencies, private associations, and citizen groups; manage human relationships; effectively develop and manage budgets; effectively present oral and written reports.
Abilities: Ability to manage the Human Resources department with varied changing demands. Exercise good judgment in prioritizing tasks and directing staff. Planning, organizing and directing others. Utilize computer software programs and hardware pertinent to area. Work independently with little direction and as a team. Communicate effectively, both orally and in writing.
Education and Experience: Must have a degree from an accredited college or university in Human Resources or related field. Must possess a minimum of 8 years’ experience in administration and supervision with progressively increasing responsibility levels. Minimum of 3 years' experience in public education setting is required.
Salary : $130,000 - $160,000
