Central Florida’s Behavioral Health Network, Inc. (CFBHN) is one of the leading behavioral health managing entities in the state of Florida, covering 14 counties. Contracted with the Department of Children and Family, we provide oversite to providers in central Florida who serve in the mental health and substance abuse field in all types of settings, including school and community settings. The Consumer and Family Affairs Specialist is responsible for representing and advocating for the needs of the families and consumers served by the public mental health and substance use system of care and
monitoring the Recovery Oriented System of Care (ROSC).

Responsibilities:
Essential Job Functions
- Ability to share lived experience regarding the effects on mental illness and or substance use. Serve as a role model to provide hope and healing for persons served and families/caregivers: represent, advocate, and provide linkage to resources for individuals and families in the recovery system of care; participate in community activities to raise awareness on behavioral health disorders and to combat stigma.
- Provide track education, technical assistance and workforce development training (i.e. Recovery Peer Specialist certification, Wellness, Recovery Capital, etc.), that promotes a ROSC framework, recovery principles and utilization of recovery evidence based best practices to our network subcontractors and community stakeholders.
- Promote and advocate for the use of recovery peer support services.
- Represent CFBHN and provide technical assistance at behavioral health stakeholders, funders, and provider meetings.
- Serve as backup to the Consumer and Family Affairs Director when called to do so.
- Takes lead for special assignments as needed.
- Provides ROSC (ROM & SAPT/RSA-R) monitoring with Network Service Providers (NSPs) to assesscompliance with recovery-oriented principles and values in service provision and best practice Provides technical assistance to NSP in ROSC. Reviews and interprets data, as necessary, to assist in identifying trends and issues in need of NSP attention. Communicates monitoring results to DCF and other CFBHN departments. Works with the CQI team as needed, to develop, update and revise ROM tools utilized as part of the monitoring process.
- Engage current grass roots Family/Peer run organizations (i.e. NAMI) and assist in the development of behavioral health grass roots organizations (NAMI, RCOs), to increase recovery capital opportunities and provide technical assistance when requested.
Qualifications
Qualifications:
Required Education/Experience
- High school diploma or job experience in the behavioral health field.
- Currently Certified Recovery Peer Specialist -(CRPS)
- In-depth understanding of Florida public mental health/substance use system, including treatment protocols
- Experience with juvenile and adult judicial system preferred
- Experience advocating for individuals and families in the community, with mental health and substance use disorders
- Experience in evaluation and monitoring
- In depth knowledge of the principles and practices of ROSC and collaborative quality improvement monitoring.
- Experience leading and participating in consumer and family advocacy groups and consumer and family initiatives
- Ability to articulate CFBHN policies and procedures at community meetings.
- Understanding of group management techniques and group dynamics
- In-depth understanding of recovery system of care principles and values
- Ability to effectively communicate with consumers, families and providers in a variety of settings
- Ability to set appropriate relationship boundaries
- Solid presentation and training skills
- Able to cope with stress of multiple demands and constantly changing environment
- Able to plan and execute innovative strategies to accomplish goals
- Knowledge of federal and state regulations related to the provision of mental health and substance services
- Ability to manage multiple tasks and prioritize meeting deadlines
- Knowledge of Microsoft Office suits
- Ability to travel as required by the position
