Position Summary:

Oversee and supervise the operations of the Central Florida Tourism Oversight District (CFTOD) parking structures—Lime Garage, Orange Garage, and Grapefruit Garage—adjacent to Disney Springs. Ensure the maintenance of mechanical equipment, facilities, and pedestrian bridges, while fostering effective coordination with internal teams, external contractors, and external stakeholders. Manage a team of supervisors and contractors to deliver seamless parking services, guided by established policies and a commitment to operational excellence, guest satisfaction, and stakeholder collaboration.

Essential Functions:

  • Direct the scheduling and daily operations of the parking structures, ensuring continuous coverage by CFTOD supervisors and contractors. Step in to cover supervisor duties during staff absences and ensure prompt resolution of guest inquiries or issues.
  • Oversee and enforce the terms of key contracts (i.e. parking operations, custodial, elevator/escalator maintenance, etc.), providing supervisors with access to contract details to ensure compliance. Monitor contractor performance, coordinate maintenance/repair activities, and review invoices for accuracy and alignment with scopes of work.
  • Interview, select, recommend hire, train and assign department team members. Supervise a team of hourly supervisors (currently eight), managing shift schedules, including the rotational shift-bidding process, and addressing staff preferences for consistent start times where feasible. Conduct regular 1:1 meetings, communicate CFTOD policies and updates, and ensure staff inclusion in District-wide functions to boost morale and engagement.
  • Schedule and track staff training (e.g., Temporary Traffic Control, CPR/AED), ensuring compliance with certification requirements. Provide mentoring, set performance metrics, evaluate supervisor performance, and foster a collaborative team environment. Set annual goals for each staff members and conduct annual reviews.
  • Conduct or delegate daily inspections of the three garages, associated pedestrian bridges (including Flamingo Crossings), and mechanical systems (elevators, escalators). Report maintenance needs, obtain estimates, manage repair contractors, and process billings efficiently.
  • Serve as the primary liaison with Disney Springs parking operations, security, and CFTOD security. Proactively communicate Disney Springs schedule changes (e.g., hours, events) to the team and collaborate with Traffic Operations to mitigate traffic backups on Buena Vista Drive.
  • Respond to after-hours Facilities calls (5 PM–7 AM, 3–5 calls/week), address emergencies in the garages, and coordinating with appropriate responders as needed.
  • Assist Public Works leadership in developing and monitoring the parking operations budget, aligning activities with District goals. Propose operational adjustments (e.g., staffing levels during slow periods) to enhance efficiency.

Other Duties:

  • Participate in coordination meetings with stakeholders to improve communication and resolve conflicts
  • Support special event planning by anticipating parking demands and coordinating with partners.
  • Perform additional tasks as needed to maintain workflow, meet quality standards, and adapt to evolving operational needs.

  • Strong interpersonal skills to build trust with staff, contractors, and Disney Springs partners, addressing historical tensions and fostering collaboration.

  • Ability to interpret and enforce contracts, ensuring transparency and accountability in vendor performance.
  • Flexibility to adapt to a 24/7 operation, including occasional after-hours response.

Education/Experience Requirements:

Minimum: Associate’s degree in Business Administration, Operations Management, Hospitality Management, or a related field, with a minimum of 5 years of progressive experience in parking operations, facilities management, or a customer-facing operational role, including at least 2 years in a supervisory capacity.

Preferred: Bachelor’s degree in Business Administration, Operations Management, Civil Engineering, Contract Management, Hospitality Management, or a related discipline, with a minimum of 7 years of experience, including at least 3 years in a supervisory role.

Certifications:

  • Temporary Traffic Control (TTC) certification required within 6 months of hire; candidates without TTC certification at the time of hire must demonstrate a commitment to obtaining it within this timeframe, with training support provided by CFTOD as needed.
  • CPR/AED certification required within 6 months of hire.
  • Certified Parking Professional (CPP) or similar credential highly desirable.

Alternative: In lieu of a degree, 10 years of directly relevant experience in parking or facilities management, with a proven track-record of managing teams, contracts, and high-volume operations, may be considered.

Driving Requirements:

Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.

Physical Demands:

While performing the duties of this position, the employee occasionally lifts/carries up to 50 lbs. The employee sits occasionally, stands and walks frequently on varied surfaces, and occasionally bends, stoops, crouches, pushes/pulls, climbs, balances, kneels, or crawls. The employee uses hands/arms to reach, grasp, hold, and turn objects, and fingers to pick, pinch, or feel items. The employee must see, talk, and hear to communicate effectively in person, electronically, by phone, or radio, with visual acuity to distinguish colors and focus on objects. The employee will operate motor vehicles requiring hand/foot controls.

Pay: $88,816.00 - $118,404.00 per year
