What are the responsibilities and job description for the Emergency Communications Manager position at Central Illinois Regional Dispatch Center?
JOB SUMMARY: Plans, organizes and coordinates management functions pertaining to efficient operations of the Central Illinois Regional Communications Center.
MAJOR DUTIES:
1. Receives and dispatches both emergency and non-emergency requests for public safety services from both the general public and user agencies.
2. Plans, manages, and organizes the operation and maintenance of the Communications Center.
3. Participates in the development and implementation of goals, objectives, policies, and priorities for the Center.
4. Assesses, monitors, and supervises the workload of the supervisory staff, ensuring the supervisors are properly monitoring their subordinates.
5. Oversees and conducts regular quality assurance checks.
6. Troubleshoots computer system issues and problems, and coordinates the appropriate repair and/or maintenance, both scheduled and emergency.
7. Maintains records of Computer Aided Dispatch (CAD) reports and audio recordings of phone calls and police/fire dispatches; analyzes data to ensure compliance with community needs, standards, and expectations.
8. Manages training programs for both new employees and experienced employees.
9. Creates, recommends, and administers policies and procedures for the Communications Center.
10. Participates in the development of the budget; forecasts needed funds; monitors and approves expenditures; and recommends adjustments as necessary.
11. Assists with the hiring process of potential future employees.
12. Performs other duties as needed and assigned by Director.
Requirements
1. High school diploma or equivalent required.
2. Minimum 5 years combined education, training, and experience in the field of emergency communications required. Extensive public safety experience may be considered in lieu of emergency communications experience.
3. Minimum 5 years experience with supervisory and management principles and practices.
4. Knowledge of budget administration and collective bargaining agreement administration.
5. Knowledge of basic electronic communications equipment including radio/telephone transmitters and receivers and microwave, data transmission and CAD equipment.
6. Knowledge of applicable Federal, State, and local laws, codes, ordinances, and departmental rules and regulations.
7. Ability to use modern office practices, methods, computer equipment, and basic computer software related to Center operations.
8. Knowledge of principles and procedures of record keeping and report preparation.
9. Capability of providing a high level of customer service by effectively dealing with the public, vendors, users, and staff.
10. Ability to recommend and implement goals, objectives, and practices for providing effective and efficient services.
11. Ability to evaluate and develop improvements in operations, procedures, policies, or methods.
12. Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, meet deadlines; and maintain a variety of filing, record keeping, and tracking systems.
13. Ability to use tact, initiative, prudence, and independent judgment within policy and general guidelines in sensitive situations.
14. Extensive knowledge of local geography and local places of importance.
15. Ability to learn other knowledge and/or skills as required by Director.
NOTE: MUST BE WILLING TO RELOCATE TO MACON COUNTY AREA TO FACILITATE TIMELY RESPONSE TO EMERGENCY CALL-INS.

Pay: $87,794.00 - $91,306.00 per year
