Your job in the department is to . . .
Work as a member of a crew to construct, install, repair, troubleshoot and maintain electrical power systems, transmission, distribution, overhead, underground, and fiber optic cable. Repair or replace defective high and low voltage conductors, insulators, equipment and related hardware. Install and/or replace overhead and underground transformers and switches. Prepare and set line poles, structures and towers. Transfer energized and de-energized wire, equipment and guys from damaged or decaying facilities to new facilities. Install and maintain wire and cable for overhead and underground systems.


Essential Functions

JOB FUNCTIONS

Under the direction of the foreman:
  • Perform the installation, maintenance and repair of Central Lincoln’s electric system facilities; poles, cross arms, primary conductors, secondary wires, transformers, switches, guy wires, anchors, streetlights and related equipment to new and existing facilities.
  • Repair and/or replace lines and equipment in routine and emergency situations.
  • Participates in the instruction and development of Apprentice Linemen.
  • Operate & Equipment Use:
    • Operates heavy and light equipment, including digger derricks, aerial lift devices and backhoes.
    • Works with various tools of the trade.

Afterhours/Call Outs:
  • Performs after-hours duties, as required.
  • Responds to callouts in a timely manner.
  • Works scheduled and unscheduled overtime, as needed or as required.

Completes special projects and other duties as assigned to meet team, department and Central Lincoln goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.

KNOWLEDGE, SKILLS AND/OR ABILITIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The required knowledge, skills and/or abilities are listed below:
Knowledge of:


  • Practices, procedures, tools, materials, procedures, and equipment used in overhead and underground electrical line construction.
  • Methods, procedures and safety precautions for working with energized lines, overhead and underground.
  • Principles of electricity and wiring connections.
  • Practices, procedures, materials, tools and related equipment used in installing, terminating, splicing, testing, troubleshooting, and maintaining underground cable.
  • Application of utility work rules, laws and regulations including NESC, OSHA 1910.269 and Oregon OSHA and other codes concerning utility and construction operation, as well as the utility and division goals, policies and objectives.

Skill or ability to:
  • Read and understand engineering sketches.
  • Operate power-operated digger/derrick truck, bucket truck, wire stringing equipment both underground and overhead, fault locating equipment and testing equipment, wire reel trailers, backyard pole setting equipment and other vehicles, tools and equipment normally associated with the electric utility industry.
  • Climb poles, using conventional climbing gear.
  • Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside Central Lincoln, using language and a format the audience will best understand.
  • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
  • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
  • Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.

Minimum Qualifications and Progression

Minimum Education Level
Technical College/Trade School
Specifics: Graduated from an accredited line school that includes passing the IBEW Exam.

Minimum Experience Level
Three years
Specifics: Successful completion of a three-and-a-half-year approved line apprenticeship or equivalent.

Substitution Note:Any combination of education, experience and training which demonstrates the ability to perform the required job functions may be qualifying.

Certifications
Certification(s) required
Specifics: First Aid/CPR Certification.

Driver’s License
CDL License required
Specifics: Class A CDL Required.


WORKING CONDITIONS
Job Conditions: Typical Field Environment: Work in the field environment may require bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking over uneven ground. There is a common exposure to dust, pollen, traffic, and fumes. Fieldwork may be performed in adverse weather conditions such as snow, rain, wind, flooding, summer heat, etc. When in the field, a significant amount of driving is required.

Work Location: Central Lincoln-Newport, Florence, Reedsport.

Travel: Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.
