MANAGER OF ACQUISITIONS & RESOURCE MANAGEMENT

Position Summary:

The Manager of Acquisitions and Resource Management leads and manages all operations of the Acquisitions and Resource Management (ARM) Department, which includes 5 staff members. This 12-month position is responsible for all ARM operations including managing a $3 million acquisitions budget; selecting, monitoring, and evaluating library resource and metadata vendors; ensuring effective and efficient acquisitions processes; overseeing electronic resource management; and monitoring the quality of metadata in library resource records to ensure discoverability. The Manager of ARM provides innovative leadership within the context of evolving academic libraries and the dynamic scholarly information marketplace.


Required Qualifications:

Master’s degree in Library Science (ALA accredited), Business Administration (MBA), Public Administration (MPA), or Administration (MSA).

Five years professional experience.

Three years’ successful experience supervising professional staff.

Two years’ recent experience using purchasing and inventory systems.

Ability to plan, manage, and analyze complex budgets.

Experience reporting and analyzing department statistics to inform decisions and process improvement.

Excellent written, verbal, and interpersonal skills.

Ability to be flexible and creative in response to the rapidly changing library and higher education environments.

Ability to perform the essential functions of the position with or without reasonable accommodation.


Preferred Qualifications:

Additional graduate degree.

Project management experience.

Experience exploring and implementing new services.

Professional experience in a library setting.

Knowledge of cataloging and metadata standards such as MARC21 and RDA.

Experience performing or managing library acquisitions, negotiating and maintaining relationships with library vendors, cataloging and metadata description, and licensing e-resources.

Experience using an integrated library system, such as Ex Libris’ Alma library services platform.

Experience using an enterprise resource planning system.


Duties & Responsibilities:

Leads and oversees the Acquisitions and Resource Management (ARM) Department.

Recruits, hires, supervises, trains, develops and evaluates ARM staff.

Manages a $3 million acquisitions budget and recommends allocation of funds supporting academic priorities for the University Library and the Clarke Historical Library as well as general library collection accounts.

Oversees and evaluates the planning, implementation, development, and evaluation of ARM policies and procedures.

Serves as the chief liaison with the Libraries’ resource suppliers, subscription agents, and metadata suppliers.

Establishes and maintains relationships with library material vendors.

Maintains confidentiality of contract information and university records.

Coordinates the application of metadata best practices and ensures that library metadata is correct and consistent with library policies, consortia policies, and industry standards.

Primary responsibility for order activation and management of electronic resources acquired by the libraries.

Ensures the consistency and accuracy of the fund accounting system for the acquisition of library materials and budget monitoring.

Reviews and approves all invoices processed in Alma, which are paid through SAP in Business Services.

Collaborates with library departments to ensure efficient operations and workflows for the lifespan of library collections.

Coordinates the evaluation and selection of new products.

Leads collection assessment efforts, analyzes collection usage patterns, leads collection development meetings, periodically meets with subject librarians, and communicates as needed about collection development matters.

Responsible for collection statistics reporting for a variety of national agencies and internal CMU units.

Analyzes ARM data for decision-making and administrative reports. Oversees data gathering activities within the department.

Works with CMU Contracting and Purchasing Services in the evaluation, selection, negotiation, and contracting of vendor services and online library resource licenses.

Maintains current knowledge of academic collection practices and evolving trends through participation in statewide and national workshops and conferences.

Serves as a member of the Libraries’ Deans Advisory Council.

Participates on library and university committees, is active in professional organizations or associations, and represents CMU Libraries on relevant statewide committees.

Performs other duties as assigned.
