What are the responsibilities and job description for the Coordinator of Federal Programs position at Central Office?
Job Goal:
To coordinate and supervise all Title I activities, programs, buildings, and personnel as they support the total instructional program of St. Landry Parish in accordance with established local, state and federal agencies. This position helps ensure that all federal funds are allocated in a way that meets the intent and purpose of each program.
Qualifications (minimum education, licensure, skills, and/or experience):
- Valid Louisiana Teaching Certificate.
- Master’s and/or Advanced Degree in educational leadership.
- A minimum of five years of successful teaching experience and at least three years of experience as a school principal.
- Knowledge of or ability to quickly learn state and local laws dealing with child welfare and attendance.
Essential Duties and Responsibilities:
- Assist the Director of Federal Programs with establishing, maintaining procedures and criteria for the annual assessment of the various acts of Congress, guidelines, and changes which provide funds for all phases of education under the jurisdiction of federal programs.
- Initiate, develop, and submit proposals for the utilization of federal funds as related to federal programs and provide supervision and evaluation data in accordance with established guidelines of local, state, or federal agencies.
- Meet with and provide consultation to non-public school representatives about participation in appropriate federal programs.
- Assist the Director of Federal Programs with the design, implementation, monitoring, and evaluation of the non-public equitable services programs.
- Assist the Director of Human Resources in the recruitment, interview, selection, and employment of competent personnel in federal programs.
- Monitor all personnel within the jurisdiction of federal programs and schools assigned in accordance with the established procedures of the school system.
- Initiate and coordinate an on-going in-service training program for all federal program’s personnel in cooperation with the Superintendent and/or designee.
- Maintain an accurate inventory of all federal programs materials and equipment in keeping with guidelines, rules and regulations of local, state, or federal agencies.
- Monitor all media center activities including the receiving, distribution, storing, cataloging, accounting, and delivery of materials, equipment, and supplies for all federal programs.
- Assist with reviewing and approving the expenditures of all funding for federal programs in cooperation with the Chief Financial Officer.
- Assist consultants, supervisors, principals, teachers, and other personnel in developing reports for all federal programs, equipment, and materials according to procedures, laws, guidelines, and regulations of local, state, and federal agencies.
- Meet with individuals, groups, and organizations for the purpose of discussing, interpreting, and promoting the operation of and procedures for all federal programs.
- Prepare and timely submit, according to established guidelines, all required and requested local, state, regional and national forms and reports.
- Coordinate the establishment of advisory committees required by guidelines for federal programs.
- Coordinate, monitor, and evaluate district-wide intervention programs funded by federal programs. Collaborate with the Director of Federal Programs, Supervisor of Early Learning, the Chief Financial Officer, the Supervisor of Elementary Education and others as needed for the preparation of materials for the reading and math programs.
- Provide support as outlined under federal program guidelines for learning center personnel. Collaborate as needed with the Supervisor of Elementary Education, principals, teachers and other personnel to select materials for learning centers.
- Perform basic managerial activities to include staff development and reviewing/processing of invoices, requisitions, and expense reports.
- Identify opportunities and recommend methods to improve service, work processes and financial performance, e.g. expense management. Assist in the implementation of quality improvement initiatives.
- File all State Department of Education reports for the St. Landry Parish School System in a timely manner.
- Collect data and prepare reports for the Superintendent and staff.
- Establish and maintain procedures and criteria for the annual assessment of the various acts of Congress, guidelines and changes which provide funds for all phases of education under the Jurisdiction of federal programs.
- Disseminate information about federal program requirements to district and school level staff.
- Coordinate the implementation of establishing guidelines and directing procedures for an effective and efficient needs assessment of students, teachers, parents, and other school personnel and evaluate the results of this assessment for the federal programs reports.
- Organize and coordinate the gathering of statistical data needed to substantiate the eligibility for the system to participate in specific federal program.
- Develop, coordinate, monitor, and evaluate the Title I program for providing supplemental support to English Learners.

Instructional Components
- Fulfill duties traditionally expected of those in coordinator positions.
- Collaborate with those providing and overseeing school-based instruction as well as professionals providing ancillary services.
- Review, draft, study, recommend, and implement policies, curriculum, and plans to improve the quality of instruction.
- Conduct school/class walk throughs.
- Participate in Instructional Leadership Team meetings.
Non-instructional Components

- Participate in the preparation of necessary disciplinary documents and corresponding disciplinary process.
Physical Demands:
- Frequent travel within the district, and occasionally outside the district for meetings, site visits, and events.
- Prolonged periods of both standing and sitting during meetings, presentations, and administrative tasks.
- Extended periods of time using a computer for data analysis, report generation, and communication.
- Occasional lifting or carrying of materials such as paperwork, laptops, or other office-related items.
