PAYROLL OFFICER

                                                                    8 hours a day 240 days 

 

 

 

 


Purpose:  To ensure prompt and accurate payment of payroll; manage employee benefits.

Reports To:  Finance Officer

Qualifications: (Preferred)

  1. Associate’s Degree in Finance or Human Resources related field

  2. Hold experience with computer payroll systems and PC spreadsheet software.

  3. Have five (5) years’ experience in payroll processing or Human Relations.

  4. Hold and maintain a valid driver’s license.

 

Essential Performance Responsibilities:

  1. Assume responsibility for the preparation and maintenance of all district payroll records.

  2. Verify and certify the accuracy and appropriateness of all payroll information.

  3. Develop and implement procedures for the compilation and maintenance of district staff attendance records for each pay period and provide managerial oversight to assure the accuracy and completion of the attendance records.

  4. Develop and implement procedures for adjusting staff payroll records to effect changes resulting from overtime, employee absence, leaves of absence, tax changes, social security deductions, pension deductions, hospitalization and group life insurance deductions, garnishes and attachments of employee paychecks, and other deductions and additions affecting employee payrolls.

  5. Compile and verify the timely preparation of all district payroll summary reports and statistical reports and provide analysis of the reports as requested by the Finance Officer, Assistant Superintendent, or other appropriate staff members.

  6. Act as a liaison between the district and outside agencies affecting district payroll records, such as Kentucky Retirement Systems, insurance companies, health benefit organizations, state and federal tax bureaus, etc.

  7. Maintain current, up-to-date, and accurate information affecting district payroll records.

  8. Act as a resource person to provide information to district employees regarding payroll practices and procedures, including participation in new teacher/employee orientation sessions, individual counseling, etc.

  9. Review personnel records.

  10. Calculate direct computation of differential pay according to policy.

  11. Coordinate and process applications or enrollments into the retirement system, health benefits program, dental insurance, life insurance, drug prescription plans, etc.

  12. Review and verify payroll deductions.

  13. Record and process all payments to various health plans.

  14. Process unemployment insurance and assist with worker’s compensation claims.

  15. Interpret policies and government regulations in connection with payroll procedures.

  16. Prepare the annual tax withholding statements; verify for accuracy.

  17. Analyze payroll for accuracy before extensions are made.

  18. Balance total payrolls with accounts payable to the general ledger.

  19. Maintain and supervise the maintenance of a payroll account system.

  20. Prepare payroll schedule for distribution of pay checks.

  21. Prepare payroll input for data processing, verify payroll output, and determine the cause of and remedies of errors in coding and inputting.

  22. Maintain employee time sheets and payroll registers.

  23. Prepare correspondence and maintain records of a confidential nature.

  24. Receive, review, and adjust complaints.

  25. Prepare requisitions.

  26. Compile data for budgets and reports.

  27. Participate in appropriate professional development and attend any required meetings.

  28. Protect confidentiality of records and information about staff, and use discretion when sharing any such information within legal confines.

  29. Adhere to federal statutes and regulations, Kentucky School Law, State Board of Education rules and regulations, Trimble County Board of Education policies and procedures and contractual obligations.

  30. Perform other duties as assigned by the Finance Officer, Superintendent and/or Designee.

  7. Comply with federal regulations pertaining to payroll and employee benefits.

  8. Demonstrate proficient oral and written communication skills.

  9. Build positive relationships between the school district and the community.

  10. Possess a willingness to cooperate with administration, principals and staff.

     

Physical Requirements: Light Work

  • Ability to lift items needed to perform the functions of the job.

     

    Physical Activities:

  • Ability to sit, stand, walk, kneel, and reach for required periods of time.

  • Finger Dexterity - picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand or arm.

  • Grasping – applying pressure to an object with the fingers and palm.

  • Feeling – perceiving attributes of objects, such as size, shape, temperature or texture by touching with the skin, particularly that of fingertips.

  • Repetitive Motion – substantial and continuous movements of the wrists, hands, and/or fingers.

  • Talking – expressing or exchanging ideas by means of the spoken word.

  • Hearing Acuity – perceiving speech and other environmental sounds at normal loudness levels.

  • Visual Acuity – seeing at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.

  • Vision – Use close vision, peripheral vision and depth perception along with the ability to focus vision.

     

    Working Conditions: 

  • Function in a workplace that is usually moderately quiet but can be noisy at times.

  • Exposure to heated/air conditioned and ventilated facilities.

  • Occasional exposure to a variety of weather conditions.

     

    Salary:  Commensurate with the school district’s Classified Salary Schedule
