Executive Director
Position Reporting and Compensation:

- $85,000 yearly salary
- $75 cell phone allowance for personal phone usage (Google Voice number) or an assigned organization cell phone will be provided

About Central Oregon Villages:
The mission of Central Oregon Villages (COV) is to work as a community to safely shelter and empower our neighbors on their path to stable housing. Founded in 2021, Central Oregon Villages currently operates two emergency shelter sites in Bend: a village of 20 units and a safe parking site with two units. We have one additional six unit site in development and another four unit site planned. Our two-year plan includes consolidation to a larger site.
Our participants have chosen to live sober and drug-free and have committed to regular goal-setting and check-in meetings with their case manager.
Job Summary: This is a full time position that serves as a link between COV and local government entities, partner agencies, and organizations serving the unhoused community in Central Oregon. Our Executive Director will fulfill the mission of COV in creating and operating - effectively and efficiently - managed villages and safe parking sites. The Executive Director will also provide fiscal oversight, contract management, community relations, operational and strategic plan, and fund development.
Desired Qualifications:
- Experience working with those who have been homeless or marginalized.
- Demonstrated experience in administrative duties, community relations, and collaboration with multiple local community organizations and initiatives.
- Commitment to social justice for people living in poverty, and a thoughtful approach to strategies for achieving it.
- Excellent interpersonal skills including ability to work effectively with people of diverse backgrounds, and ability to stay neutral and unbiased in approaching conflict.
- Ability to maintain empathy for participants and personal boundaries simultaneously.
- Working knowledge of Google Workspace, word processing, spreadsheet, and HMIS data entry software.
- Familiarity with identifying and applying for grants from public & private sources.
Essential Job Functions:
Carrying out Board Policies and Directives:
- Keep Board officers and directors timely and fully informed on all aspects of the operation of villages operated by Central Oregon Villages and respond timely to directives and tasks issued by the Board
- Manage the planning and implementation of existing and new projects in accordance with the mission and goals of the organization.
Fundraising and Grant Responsibilities:
- Function as the principal person within the organization to identify grants, donor relations, fundraising events that will ensure that the long-term financial needs of COV are met
- Advise and assist the Board in fundraising efforts.
- Write and submit monthly grant reports.
- Oversee the contracted bookkeeping company in assigning expenses to grant programs.
Supervision and Management of Employees and Volunteers:
- Managing the hiring, performance rating and firing, if necessary, of employees under the supervision of the Executive Director
- Coordinating work of volunteers.
Relationships with Partner Agencies, Organizations & Government Entities:
- Coordinating closely with and being fully involved with the Central Oregon Homeless Leadership Coalition (HLC) and OR-503 Continuum of Care (COC) partner entities and organizations;
- Working with service providers and agencies providing homeless services to develop and keep current agreements to provide services;
- Develop relationships with regional partners and governments, such as city and county governments in the tri-county Central Oregon area and the Central Oregon Intergovernmental Council (COIC) to expand opportunities for further villages throughout the region.;
- Interface with city officials, contractors and architects, if any, and provide technical and logistical support and executing other tasks necessary for moving forward construction of and maintenance of any villages or safe parking sites of COV.
Focused Near-Term Goals:
- Create a 5-year strategic plan
- Identify new funding and land use opportunities.
