This position is responsible for performing a full range of complex administrative, technical and professional human resources functions. Performs comprehensive human resources functions including worker’s compensation, employee relations, recruitment and selection, leave administration, benefit coordination, labor relations, records management and compliance with state and federal laws and regulations.
Central Pierce Fire & Rescue has recently become the second largest fire department in the State of Washington. We support over 600 employees (the majority of which are in the field supporting our community) on a daily basis. Our first responders cover roughly 178 square miles and serve a population of over 328,000.
This position will work at District Headquarters and be part of a 6-person HR team that works together to get the job done, no matter what the task is. While the majority of our work is accomplished during the week, there are times that we need to be flexible and work during the evening or on a weekend. Our goal is to ensure that the needs of the District are met. The ideal team member will be flexible, knowledgeable, compassionate and hard-working. Finally, they will want to be part of a division that not only takes care of our employees, but also takes care of each other.ESSENTIAL DUTIES AND RESPONSIBILITIES:

Processes workers’ compensation incident reports, coordinates return to work and light duty arrangements; completes the annual OSHA reporting; participated in the District safety committee.
Processes all forms of leave of absences (FMLA, PFML, WA State Paid SIck Leave, etc.), coordinates return to work and light duty assignments, etc.
Administers policies, procedures, programs, contracts, collective bargaining agreements, and drug and alcohol testing program assuring compliance with applicable Federal, State and local laws, rules, and regulations.
Prepares and maintains a variety of records, files, and reports relative to human resource functions; establishes and maintains confidential employee records; purges and archives files and documents per RCW and WAC retention schedules.
Assists in performing employee recruitment and selection processes including advertising vacancies; conducts preliminary evaluation of applications; creates, prepares and administers examinations and interview questions; coordinates background checks and all other pre-employment screening processes.
Reviews, revises, implements and maintains a 100% electronic Human Resources records systems.
Conducts employee on-boarding and off-boarding.
Prepares and processes personnel actions and other human resource forms.
Coordinates promotional and employee recognition activities.
Collects, prepares and analyzes a variety of human resource data; prepares statistical, budgetary and narrative graphs and reports as required.
Participates in labor negotiations as assigned; assists the Human Resources DIrector by providing research, analysis and costing of contracts in support of negotiations; prepares and maintains documentation and files; drafts collective bargaining agreements; participates in labor/management activities as assigned.
Assists with compliance with federal, state and local laws regarding personnel practices, including affirmative action/equal employment opportunity, Fair Labor Standards Act, Family and Medical Leave Act, and Americans with Disabilities Act requirements, etc.
Works with divisions regarding a variety of matters including staffing and organization, employee development, disability accommodations, investigations and disciplinary matters, policy and contract interpretation and employment law.
Educates employees on benefit programs including health, life, and supplemental benefits; and pension programs; administers the District’s annual open enrollment process.
Develops, implements and monitors records and tracking systems related to employee leave benefits; maintains knowledge of applicable local, state and federal laws and regulations; ensures compliance with federal, state and local laws, regulations, policies and procedures.
Assists in the division budgeting process and processes all division billings and expenses.QUALIFICATIONS:

Education and/or Experience
Preferred
- Bachelor’s Degree in Human Resources, Business Administration or Public Administration; and
- Five (5) years of increasingly responsible professional experience in Human Resources
- Previous human resources experience in a fire district or department
- Previous human resources experience in a unionized public sector employer
Required
- Bachelor’s Degree in Human Resources, Business Administration, Public Administration or related field; and
- Less than one (1) year of increasingly responsible human resources experience
- Associate’s Degree in Human Resources, Business Administration, Public Administration or related field; and
- One (1) – three (3) years of increasingly responsible human resources experience
- High School Diploma (or GED); and
- Three (3) - five (5) of increasingly responsible human resources experience
- An equivalent combination of education and experience that would likely provide the required knowledge, skills and abilities.
