Our Business Services organization is seeking a dynamic manager to direct, lead, and mentor the Procurement & Supply Chain team. The Procurement & Supply Chain group manages the overall company subcontracting strategy and Central Plateau Cleanup Company's construction, services, and material procurements. As the Procurement & Supply Chain Manager, we will depend on your ability to solve on going procurement related issues, provide assistance and direction to subordinate team members, and solve department challenges.

Responsibilities of the Procurement & Supply Chain Manager include, but are not limited to :

  • Direct, lead, and mentor a team of approximately over 30 staff members responsible for the development, preparation, formulation, and administration of subcontract and material procurement activities for CPCCo with an annual procurement volume of approximately $150M.
  • Develop overall subcontracting strategy and framework including the requirements for meeting company socio-economic small business goals and strategic business objectives.
  • Work at all levels within the company to advise technical / administrative staff and management, at the appropriate level, of real or potential quality, schedule, or cost problems.
  • Advise senior management of potential risks inherent to individual procurements
  • Manage subcontract reporting / oversight activities. Plan the execution of the CPCCo overall procurement activity and in the planning and execution of specialized purchasing, strategic sourcing, and subcontracting functions.
  • Direct the development of subcontracting, purchase order, and purchasing card activities from acquisition planning to subcontract / purchase order closeout.
  • Establish policies and procedures for procurement including the company's purchasing card program.
  • Maintain procurement operating systems; ensure adequate control of procurement records.
  • Establish subcontract / purchase order administration skill requirements and training.
  • Ensure CPCCo procurement and purchasing systems including terms and conditions are maintained in compliance with regulations and prime contract requirements.
  • Responsible for the performance of Contract Specialist, Buyer Technical Representative training programs, assessments, and system evaluations, analyzing bid, cost, and financial information proposed by CPCCo subcontractors, as well as systematic review of subcontractor financial and accounting systems.
  • Establish highest-level contract policies and processes to ensure achievement of expectations.
  • Champion procurement policy and procedure revision and improvement. Drives implementation of strategic procurement opportunities with the most significant impact to CPCCo.
  • Has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits. Mentors less-experienced procurement professionals. May provide formal training in procurement domain expertise.

Basic Qualifications

  • Manager Grade 21 - Bachelor's degree or equivalent combination of education and experience plus 10 years of relevant experience
  • Manager Grade 22 - Bachelor's degree or equivalent combination of education and experience plus 12 years of relevant experience.
  • Manager Grade 23 - Bachelor's degree or equivalent combination of education and experience plus 14 years of relevant experience.
  • The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and / or experience.

    Desired Qualifications

  • Bachelor's in business administration or closely related field.
  • Minimum of 10 years of Contracts / Procurement experience in a Federal Government / Contractor FAR / DEAR environment, augmented by contract / procurement specific seminars & training classes.
  • Demonstrated knowledge of business administration and procurement procedures, techniques, and business ethics
  • Proficiency in MS Word, MS Excel, MS Power BI and other similar reporting software's.
  • Familiar with enterprise resource planning systems such as Asset Suite, PeopleSoft, Oracle, or SAP

    In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and / or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.

    Expected annualized pay range based on full time schedule (40 hours per week) :

  • Grade 21 : $142,038 - $179,113.
  • Grade 22 : $159,363 - $209,688.
  • Grade 23 : $183,300 - $241,300.
  • In addition to base pay, employees may be eligible for variable pay awards.

  • Relocation Eligibility : Must be located greater than 50 miles from Richland, WA 99352. If eligible for relocation, the Not To Exceed (NTE) range offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and / or experience in relation to the position grade level offered. The higher posted level has greater scope, complexity, authority, impact.
