What are the responsibilities and job description for the Director of Facilities Management position at Central State University?
The Director of Facilities Management directs, manages, and supervises facilities operations including but not limited to: Planning, developing, and scheduling the activities of the power plant, water plant, HVAC, trades, maintenance, logistics, fleet management, custodial and grounds.
DUTIES AND RESPONSIBLITIES:

- Plans, directs, schedules, and manages the operation of the university power plant, to include operators; engineers; heating, ventilation and air conditioning technicians (HVAC); maintenance programs; acquisitions; resource planning; and other related responsibilities.
- Plans, directs, schedules, and manages the operation of the university water plant, to include water treatment plant aides, maintenance programs, acquisitions, and other related responsibilities.
- Plans, directs, schedules and manages the operation of landscaping, grounds, and road maintenance programs and activities to include landscaping, grading and seeding programs, removal of snow & ice, application of salt, inspections and recommendations, and other related responsibilities.
- Plans, directs, schedules, and manages the operation of custodial services programs and activities, to include general housekeeping, and other related responsibilities.
- Plans, directs, schedules and manages all activities and operations of fleet maintenance and logistics.
- Develops and directs preventative maintenance programs, procedures and policies; monitors energy usage and develops programs to reduce energy consumption, including incorporation of alternative sources and LEAN processing.
- Responsible for the management and oversight of multiple projects simultaneously that impact the physical plant.
- Responsible for project management and oversight for Land Grant Capital Projects, represent the University for any capital project using Land Grant funding..
- Ensures all regulatory processes are followed and required reports submitted on time.
- Monitors mandatory testing and inspections of equipment and systems.
- Selects and monitors safety and environmental policies, training programs and activities.
- Integrates and coordinates activities closely with respective departments, management staff and contractors to ensure continuity and proper integration into the Physical Plant.
- Responsible for the acquisition, training and development of staff under this position’s direction
- Supervises staff, including making recommendations for staffing, conducting performance evaluations, addressing disciplinary matters, assigning work, etc.
- Responsible for planning, budgeting, and inventory control for all functions under this position’s jurisdiction.

QUALIFYING FACTORS, KNOWLEDGE, SKILLS, AND ABILITIES:
- Excellent oral and written communication skills.
- Demonstrated ability to problem-solve and to make informed and viable decisions.
- Skill in acting as a liaison with external agencies, other universities, and other level/public officials
- PC skills and experience with Microsoft Office, Excel, Word, and PowerPoint.
- Ability to utilize technology and technology tools.
- Demonstrated ability to manage and lead in a team oriented manner.
- Demonstrated ability to prioritize, delegate, and perform duties professionally, responsibly, and with integrity.
- Ability to maintain positive interpersonal relations within the organization.
- Education: Bachelor’s degree and five years equivalent training or related work experience.
- Experience: Five years supervisory experience in facilities management, to include water plant operations, power plant operations, HVAC operations, landscaping and grounds, and custodial services.
- Available to work days, evenings, weekends, and holidays as required.
