Disaster Recovery Pricing Estimator
This role is responsible for assisting in the preparation of cost estimates for Pre-Disaster Recovery bids. Unlike traditional construction estimating, our bids typically do not involve detailed plans, requiring a strong ability to analyze project scopes based on available data, project site conditions, and historical national, regional, local and client cost information and competitor trends.
Key Responsibilities:
- Review SOW, Features of Work and Pricing Requirements
- Apply historical internal and external cost and pricing information to develop a pricing strategy.
- Understand very well the concept of balancing or weighting a bid, to properly respond to RFPs that use estimated quantities. This means the worker will understand which contract line items (CLINs) are the most important to the owner’s evaluation of a bid pricing sheet and which CLINs are most important to job profitability. The worker will use that understanding to develop pricing that will win contracts at profitable rates.
- Prepare initial price sheets with summaries and identify the relevant prices comparable.
- Review government contracts, RFPs, and emergency management guidelines to develop accurate estimates.
- Use historical data, production rates, and industry standards to generate pricing models.
- Support in preparing bid packages, including cost breakdowns, subcontractor quotes, and required documentation.
- Engage in quantity take-offs and cost analysis based on satellite imagery, and GIS data when available.

- Develop and maintain relationships with various subcontractors so that you can call subcontractors and get their opinions, their quotations, and their information regarding local conditions post-event.
- Competitor pricing analysis
- Maintain an organized database of submitted prices, competitor pricing, project costs, materials, and labor rates for future reference.
- Work closely with senior estimators to refine estimates and ensure competitive pricing.
- Stay up to date with FEMA guidelines, state emergency contracts, and industry’s best practices.
- Provide support during project execution to ensure scope of pricing alignment.
Qualifications:
- At least 2-5 years of work as an estimator on disaster recovery, construction, or related industries.
- Ability to learn quickly and accept coaching from others ceres employees.
- Experience and aptitude for “surge pricing” concepts.
- Willingness to travel to work sites as needed.
- Undergraduate degree in relevant fields (Civil Engineering, Construction Management, Math, business or relevant interdisciplinary degree) with a strong preference for an advanced degree from a top university.
- Experience in cost tracking, managing, and directing earthworks and civil engineering projects.
- Ability to analyze scope of work, requirement to complete a bid, and potential complications.
- Strong analytical and problem-solving skills.
- Demonstrated ability to prioritize and manage multiple projects simultaneously.
