Job Title: Project Manager (Disaster Recovery Division)

Background:

Ceres Environmental operates in disaster recovery environments that requires working seven days a week in high stress situations for sixty (60) plus days at a time in a challenging post-disaster environment. The ability to prepare in advance of a project and maintain focus when confronted with competing priorities throughout a project is a critical success factor.

Primary Work Objective:

Proactively plan, direct, and coordinate activities of designated disaster recovery projects to ensure that the project goals and objectives are accomplished within prescribed time frame and funding parameters. This includes overall management of the project through its entire lifecycle for all aspects.

Requirements for Success:

People

  • Communicate and coordinate professionally and effectively across multiple channels with a variety of audiences including but not limited to internal teams (Accounting/Equipment/IT/HR), clients, agencies (local/State/Federal), 3rd party monitoring firms, residents and other stakeholders where work is being performed.
  • Present information to various stakeholders and communicate with clarity, precision, and authority.
  • Supervise applicable direct reports as assigned by Director of Operations, review their work along with reported difficulties and correct any non-compliant work, safety violations or other reported deficiencies in a timely manner.
  • Ensure direct reports comply with all applicable company policies, practices and procedures.
  • Facilitate direct reports in obtaining all training, certification and licensing requirements related to a project.
  • Track and respond to client requests/concerns, internal suspenses and business opportunities that arise during the project.
  • Prepare agendas and meeting materials for preconstruction conferences and client meetings.
  • Preparation, review, and approval of contractual proposals relating to all emergency response services.

Process

  • Provide oversight for all phases of a project including coordination of workers, equipment, subcontractors, vendors and other stakeholders ensuring that specifications/requirements are being followed and work proceeds on schedule and within the budget requirements established by senior management.
  • SMART: Ensure project objectives for Profitability, Safety, Quality and Production are Specific, Measurable, Attainable, Realistic and Timely.
  • Monitor that work is proceeding on schedule and within the budget requirements established by senior management. Deviations require solutions to bring the project back on schedule and within budget in a timely manner.
  • Develop and/or implement Operational, Production, Quality Control, Safety and Debris Management plans.
  • Determine labor requirements and equipment needs. Communicate with the team to secure resources needed to execute the project in a quality-driven, cost-effective manner.
  • Delegate responsibilities, as appropriate, to ensure requirements and work tasks are executed.
  • Identify tasks or work phases to be self-performed or subcontracted, develop requirements and obtain necessary pricing information.
  • Determine and allocate equipment and labor resources utilizing cost build-up and work breakdown structure modeling to ensure tasks/pay items are executed effectively and efficiently.
  • Production Modeling for Debris Collection Crews and Reduced Debris Haul Out Production Modeling for Leaners and Hangers and Stumps.
  • Production Modeling for Vegetative and Mechanical Reduction
  • Production Modeling for Additional Pay Items
  • Determine best practices for utilization of Company Owned, Subcontracted and Rented/Leased Equipment and Resources through cost comparisons for each task or pay item, adjusting continuously throughout the project.
  • Develop and Implement Operational, Production and Debris Management Plans.
  • Develop and Implement Geographical Zone Management: Primary considerations -Client Requirements and Priorities, Assignment of Internal and External Resources, Scalability and Flexibility of Resources, Crew Configurations and Capabilities.
  • Track and Control Project Schedule and associated costs to achieve completion of project within time schedule set/given using project management software.
  • Ensure compliance with subcontracting goals and objectives.
  • Identify, Procure and Develop Debris Management Sites, equipment and material staging areas, and final disposal sites from multiple channels to include the client and private parties based upon project time and budget requirements.
  • Obtain State and Local permits and licenses (DMS approvals, Contractors and Solid Waste License, Hauling Permits, Disposal Permits, etc.)
  • Hire to Fire Management of Vendors and Subcontractor Resources

Financial

  • Develop project budgets including pro-forma profit & loss as well as detailed work breakdown structures.
  • Establish and track key profitability and productivity project metrics for definable features of work and the overall project.

Develop and Articulate Project Revenue and Profit drivers.

o Establish and track key profitability and productivity project metrics for definable features of work and the overall project.

Initiate, review and/or approve (within approval limits):

o Project expenditures (including purchase orders, invoices & purchase card transactions)

o Personnel timecards

o Personnel travel requests

Assemble cost proposals including cost and pricing data and detailed work breakdown structures.

Quality

  • Ensure compliance and adherence to specifications in addition to Federal/State/local regulations and requirements.
  • Develop Quality Control Plans and Definable Features of Work (task/pay item).
  • Quality assurance utilizing the three-phase control system.
  • Closeout project operationally and administratively
  • Conduct after internal and external action reviews.

Technical

  • Ensure efficient and proper management of debris and waste streams within all applicable regulations.
  • Fully capable of utilizing the Microsoft Office suite of products
  • Excel Spreadsheet Proficiency
  • Utilize Project Management and GIS-based software
  • Maintain accurate and consistent project documentation including requests for clarification, requests for information, project personnel notifications and approvals, changed conditions, requests for equitable adjustments, memorandums of understanding, etc...
  • Closeout project operationally and administratively.

Safety

  • Understand safety regulations and how they apply to the project. Provides, enforces, and is responsible for overall safety oversight and accountability for safety with employees, subcontractors, and vendors on a project.
  • Create, review, and communicate JHAs and other safety communications.
  • Work with site personnel to identify and assess hazards; make risk decisions; develop and implement controls; and monitor as well as evaluate the outcomes.

  • Effectively manage risk to mitigate safety-related incidents.
  • Complete project on or before planned deadline.
  • Obtain positive customer letter(s) of reference or recommendation.

Key Qualifications:

Bachelor’s degree in emergency management, Civil Engineering, Construction Management, Business Administration or related field plus five (5) years of demonstrated experience or ten (10) or more of demonstrated experience.

  • OSHA 30 Construction certification
  • Documented experience with USACE EM 385-1-1
  • Desired Certifications:
  • Completion of FEMA IS-100, IS-102c, IS-240c, IS-241c, IS-242.c, IS-632a and IS-633
  • PMP Certification
  • HAZWOPER
  • USACE/US Navy CQM-C
  • Microsoft Office Certifications (ie. Word, Excel and/or others)

Desired Qualifications:

  • Ability to communicate professionally and effectively with a variety of audiences.
  • Obtain Federal, State and local permits and licenses such as, but not limited to, State debris management site approvals, final disposal approvals, hauling permits, solid waste licensing, contractors licensing and burn permits for the project.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to effectively present information with clarity, precision, and authority.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Physical Demands: While performing the duties of this Job, the employee is frequently required to stand, walk; sit; use hands to manipulate, handle, or feel; reach with hands and arms and talk or hear. The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work Environment: While performing the duties of this Job, the employee is frequently exposed to moving mechanical parts and outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions. The noise level in the work environment is usually moderate.
