CETECOM, Inc. is seeking a Human Resources Manager, responsible for the payroll management, employee benefit administration, talent acquisition, company policies development and processes, employee relations, compensation and employee performance review, and employee training program. Job duties include :

  • Managing payroll processes and reports :
  • work on bi-weekly payroll process,
  • create pre-processing report for higher management's review for the payroll,
  • create post payroll reports (payroll calculation, PTO expense, worker's compensation) for journal entries, and
  • maintain payroll records for future reference.
  • Managing employee benefits and related research :
  • work with insurance carriers to get competitive plan choices and the cost for annual benefits plan renewal,
  • prepare and present reports to higher management for the available benefit plan choices for the plan renewal,
  • perform benefits administration to include claims resolution,
  • change benefit reporting, approve invoices for payment, and communicate benefit information to employees,
  • develop leave administration (FMLA / CFRA / STD / PFL),
  • maintain records / reports for benefits plan participation such as healthcare insurance and 401k, and other benefits, and
  • investigate work related accidents and prepares reports for insurance carrier.
  • Recruiting new employees and talent acquisition and employee records :
  • conduct recruitment for all employees and temporary employees by job posting on job boards or social media, initial shortlisting the applications received and screening,
  • administer pre-onboarding checks for selected candidates through a third party vendor,
  • maintain personnel files & bulletin boards, and conduct new hire onboarding and orientation,
  • maintain employee records such as hires, promotions, transfers, and performance reviews,
  • maintain and communicate records required by law or local governing bodies,
  • identify & maintain vendor relationship for temporary employees and search for recruiting firms,
  • prepare employee separation notices and related documentation, and conduct exit interviews to determine reasons behind separations, prepare reports and recommend procedures to reduce absenteeism and turnover, and
  • participate in internal audits for management reporting.
  • Formulating company policies and processes :
  • review and update human resources policies and procedures in the employee handbook based on the legal counsel's inputs,
  • develop and maintain a human resources system that meets management information needs,
  • provide support in company implementation of ISO 270001 (information security) standards, and
  • ensure company's HR records are documented in ISO & CMMi (Capability Maturity Model Integration) HR manuals.
  • Handling employee relations and resolving related issues :
  • work as the primary point of contact for inquiries regarding policies and procedures,
  • handle employee relations issues, by working closely with managers for employee counseling, investigations and progressive discipline matters, and
  • attend and conduct disciplinary meetings and employee investigations as necessary.
  • Conducting compensation and annual performance reviews :
  • conduct wage surveys within labor market to determine competitive wage rate,
  • analyze wage and salary reports data and prepare reports for management to identify a competitive compensation plan, and
  • administer performance review program to ensure effectiveness and equity within organization.
  • Developing employee training program and coordination :
  • develop in-house employee training system involving training assessment and training needs required by local, state and federal laws,
  • coordinate leadership and management training when training needs are identified,
  • assist in cultural awareness for employee's transfer on international assignments, and
  • maintain training records for internal and external audits.

Require a Bachelor degree or a foreign equivalent in Human Resources, Management, or related, plus 2-year experience of human resources manager or human resources partner. Salary : $133,266.00 - $148,000.00 / year. Send resume to [email protected].
