cFocus Software is seeking a Deputy Program Manager to support a contract in the Intelligence Community. Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with the ability to pass a Counter Intelligence (CI) polygraph.
Required Qualifications include:
- 5 years of experience as a federal government contract program manager
- 2 years of experience as a program manager at DIA
- Must be able to work 100% on-site
Desired Qualifications include:
- Project Management Professional (PMP) certification
- 3 years of experience managing a federal government contract with at least 50 direct reports
- 3 years of experience managing enterprise cross domain operations, engineering, and/or software development projects/activities
- 2 years of experience with National Cross Domain Strategy & Management Office (NCDSMO) Raise the Bar (RTB) compliance
Duties and Responsibilities:
- Support the Program Manager to establish/maintain a comprehensive Enterprise Cross Domain Services program that fulfills all PWS requirements and aligns with corporate Human Resources/Operations/Accounting objectives, including:
- Staff Management that enables efficient employee onboarding, offboarding, training, daily monitoring, and support
- Quality Management that enables efficient employee performance measurement, rewards/acknowledgement, and preventative/corrective actions
- Customer Management that enables seamless customer communication/collaboration and contract growth opportunities
- Budget Management that ensure fulfillment of corporate budget & profitability expectations
- Support the Program Manager to provide management, direction, administration, quality control and leadership of the execution of the contract in accordance with Project Management Institute (PMI), Project Management Body of Knowledge (PMBOK) and Information Technology Infrastructure Library (ITIL) best practices or comparable ITSM/DESMF framework.
- Support the Program Manager to collaborate with the Government Program Manager (GPM) and the assigned Contracting Officer Representative (COR) and Alternate Contracting Officer Representative (ACOR) to develop and maintain detailed work plans in accordance with government priorities to include specific tasks, assignments, task dependencies, milestones, costs, and schedules for all tasks in this PWS.
- Ensure a performance rating of Green or higher for the following Performance Requirements Summary Matrix (PRSM) items:
- PRSM 4.01: Staffing Qualifications
- PRSM 5.01 Timeliness of Deliverables
- PRSM 5.02: Deliverables are completed and approved according to the PWS

Deliverables:
- Support the Program Manager to establish/maintain a Program Management Plan describing the plan for ensuring schedule, cost controls, quality assurance, risk mitigation, and performance measures meet contract requirements and are easily monitored and quantified by the government.
- Support the Program Manager to develop a performance metric strategy to identify technical performance and capacity data collection schema and the continuous service improvement methodology to resolve issues and. improve customer operational experience.
- Support the Program Manager to establish and maintain an Integrated Master Schedule (IMS), Program Risk Register, Information and Knowledge Management plan, and a customer outreach/marketing plan to maintain Cross Domain Service(s) and Program situational awareness to support and inform government prioritization and decision making. The Integrated Master Schedule (IMS) shall include all ECDS projects into one consolidated view that depicts the overall program schedule status.
