What are the responsibilities and job description for the Procurement Manager position at CFSS?
Key Responsibilities:
- Develop and implement policies and procedures to ensure compliance with federal, state, and local regulations regarding contracting and purchasing activities.
- Manage relationships with external vendors, consultants, and service providers, ensuring high-quality service delivery and fostering diverse participation in bidding processes.
- Provide strategic support and guidance to leadership on procurement and contract management, aligning purchasing activities with the Agency’s mission and goals.
- Review contracts and proposals, ensuring they meet organizational requirements and standards.
- Conduct market research to identify potential suppliers and new business opportunities.
- Monitor and maintain ongoing contracts, ensuring compliance with terms and conditions.
- Collaborate with various departments to assess needs and address issues related to services, contracts, and procurement.
- Prepare and manage procurement-related budgets and ensure accountability in financial reporting.
- Oversee internal controls to ensure effective contract management and adherence to Agency policies.
- Prepare regular reports for leadership on contract status, upcoming needs, and procurement plans.
- Organize and conduct staff training on policies, procedures, and best practices to enhance the Agency's operations.
Qualifications:
- Bachelor's degree in Business Administration, Public Administration, or a related field.
- At least 3-5 years of experience in contract management, vendor relations, or a related field, preferably in the public sector.
- Strong knowledge of contract management processes, regulations, and best practices.
- Excellent negotiation, communication, and interpersonal skills.
- Ability to manage multiple projects and competing priorities effectively.
- Experience with financial systems and contract management software.
- Familiarity with HUD (Housing and Urban Development) regulations is a plus.
Working Conditions:
- Full-time, office-based position with occasional travel to project sites.
