ESSENTIAL FUNCTIONS :
- Performs detailed fact gathering, data compilation, and report writing on budgets, organizations, personnel staffing, operations, and administrative systems;
- Studies management methods in order to improve workflow, simplify reporting procedures, or implement cost reductions;
- Analyzes operating practices, such as record keeping systems, forms control, office layout, suggestion systems, personnel requirements, and performance standards to create new systems or revise established procedures;
- Coordinates collection and preparation of operating reports, such as time and attendance records, terminations, new hires, transfers, budget expenditures, and statistical records of performance data;
- Prepares and presents reports including conclusions and recommendations for solution of administrative problems or procedures;
- Receives requests and complaints from the public concerning administrative actions of the Commission,
- Channels the requests to appropriate officials, follows up on the corrective actions, and sees that replies to the inquiries are given;
- Prepares, monitors and controls annual budget submissions and provides up-to-date status reports on expenditures, projects and related items;
- Drafts internal operating policies;
- Reviews memoranda, reports and similar material for the purpose of summarizing and making recommendations concerning same;
- Coordinates the schedules of several professional / management individuals and arranges for meetings with outside parties.
- REQUIRED KNOWLEDGE, SKILLS, ABILITIES :
- Thorough knowledge of the principles and methods of public administration;
- Thorough knowledge of the principles and practices of budgetary preparation and control;
- Thorough knowledge of the principles and methods of data gathering and compilation;
- Ability to write clear concise reports, memoranda, directives and letters;
- Ability to develop comprehensive plans from general supervision and with only general direction;
- Ability to plan, assign and supervise the work of others;
- Ability to meet the public and discuss problems and complaints tactfully, courteously and effectively;
- Ability to establish and maintain effective working relationships with internal and external contacts.
- MINIMUM EDUCATION EXPERIENCE REQUIREMENTS :
- Bachelor s degree;
- 3 years of responsible professional or supervisory experience in the field of public administration or
- business management.
- High school diploma;
- 7 years of responsible professional or supervisory experience in the field of public administration or
- business management.
