This is a temporary professional expert position and continuation of employment is contingent upon availability of funds and approval by the Governing Board.Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. As a federally recognized Hispanic Serving Institution (HSI) Chaffey’s student population includes over 64% identifying as Latinx, 13% White, 7% African-American/Black, 6% Asian, multi-racial/other (5%) and smaller percentages of Filipino and Pacific Islanders (2%), Native American (0.40%), or decline to state (2.6%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 59% female and 38% male with approximately 3% who either decline to state or identify as nonbinary. Approximately 5% of Chaffey’s students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts including the President’s Equity Council, Center for Culture and Social Justice, Panther Care, Rising Scholars, PRISM, Puente Project, UMOJA, EOPS/CARE, Disabled Programs and Services, and CalWORKs.Under general direction from the Associate Superintendent of Student Services and Strategic Communications, this position leads organizes, and maintains the District’s instructional and support programming for currently and formerly incarcerated and justice-impacted students. The Rising Scholars Director leads the District’s Rising Scholars program (serving incarcerated Chaffey students, including but not limited to the California Institution for Women and California Institution for Men, formerly incarcerated, and system-impacted students), working toward academic/career success and goal completion for all current and prospective system-impacted students. This position supervises faculty coordinators, staff and short-term workers assigned to cover programs, monitors budgets, coordinates with various college departments (counseling, admissions, academic support, and instructional programs, etc.) on the matriculation, enrollment, persistence, and success of students in line with the college’s Vision for Success Goals and equity efforts. In addition, the manager coordinates with CDCR, probation/parole, youth services, and other external partners that are involved in the living and educational conditions of current and prospective system-impacted students.

EXAMPLE OF DUTIES
Plan, organize, control and direct a variety of operations, projects and activities related to System-Impacted programs and servicesDirect the work of faculty coordinators and collaborate regarding faculty preparation and orientation for Rising ScholarsFacilitate and lead Rising Scholars Faculty Advisory CommitteeDirect to ensure faculty and students have all materials and supplies needed for their classes inside both CIW/CIM on time, as neededDirect to ensure all faculty and student support staff have appropriate CDCR clearances completed on time and in advance of the upcoming semester of instructionDevelop a communications strategy to ensure students receive timely communication regarding their concerns Lead all student support efforts for students including working with Success Center faculty, DPS, Counseling, Financial Aid and Admissions to ensure students are set on a path to success while in the Rising Scholars ProgramRegularly visit both CIW and CIM to meet with CDCR staff for partnership building and with student inmates to represent Chaffey CollegeManage and administer the Rising Scholars budget or other budgets to support Rising Scholars Hire, schedule, train, faculty, staff, and short-term workers as neededSupervise short-term workers and evaluate as neededCoordinate with Institutional Research to participate in data collection and reportingDevelop strategic plans for Rising Scholars to grow enrollment in all areasCommunicates weekly with CDCR leadership Coordinate and plan facilities needs within CDCRCoordinates and attends CIW/CIM tours each semester and well as graduation planning and events. Coordinate with Institutional Technology and Distance Education to implement tracking processes and software in order to provide reports and leverage available technology resources for student successProvide expertise regarding assigned functions; formulate and develop policies and procedures; interpret and direct the implementation of activities mandated by policy and ethical conduct.Plan and implement improvement strategies and practices.Provide reports to the Chancellor’s Office or the District regarding Rising ScholarsCommunicate with District faculty, staff, administrators and external partners to coordinate activities and programs, resolve issues and conflicts and exchange information; compile and distribute information.Research and secure additional resources.Develop and prepare annual program budget.Perform related duties as assigned.Regularly enter CDCR and other needed secured facilities to monitor, maintain, and promote services.

Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. The monthly salary is $8,476. Excellent benefits include: health care, dental program, and vision services for employees and eligible dependents; and retirement coverage through the California Public Employees' Retirement System (PERS).Being able and ready to work onsite at a Chaffey facility or location is an essential function of this job.
