Position Description

 

Under direction, is responsible for supporting the college's development, compliance and implementation of grants from award to close-out in accordance with individual awards and all applicable federal, state and agency regulations and College and County guidelines. This position exercises significant responsibility to support implementation and compliance with a robust program of sponsored projects.

 

The Grants Development and Management Technical Support Specialist will: implement tracking and monitoring systems to ensure accurate and timely reporting, documentation, and record keeping; implement a schedule of regular meetings facilitating institutional oversight and compliance of grant-funded projects and activities as specified in approved awards; recommend updates to post-award college policies and procedures related to grants as needed; and assist with pre-award planning, application development and grant submission as part of a centralized office supporting the college's grants and strategic funded initiatives.

 

This position requires a working knowledge of grant parameters and federal, state, and county regulations of all grant funded projects in order to execute and explain the scope of the grant to district faculty, staff and leadership. The Grants Development and Management Technical Support Specialist will ensure that district leadership and project personnel are kept apprised of grant status in order to maintain compliance, achieve benchmarks and deadlines and in order to secure future funding on behalf of the district.

 

Responsibilities

 

Pre-Award Responsibilities (Strategic Grants Identification, Development, and Planning) 

 

• Assists in the pre-award planning and development of federal, state, and private grants, including research, preparation of grant applications and budgets, and submission of grant documents.

• Monitors, supports, and builds the capacity of project directors, supervisors, and grant personnel to implement their grants in adherence with approved grant awards and college goals.

• Coordinates, as needed, with program and contracting officers at the various local, state, and federal funding agencies on grant administration issues.

• Participates on various committees as appointed.

 

Post-Award Responsibilities (Grant Implementation, Compliance & Oversight) 

 

• Establishes and maintains a master grant report schedule and comprehensive system-wide database/reporting and tracking system for federal, state, and foundation grants awarded.

• Establishes internal systems and controls for grant-related records retention and shared documentation for the Grant Development & Management Office, Budget & Fiscal Services, and Division Offices.

• Oversees post-award activities of government grants and contracts on behalf of the college to assure institutional compliance in accordance with all applicable federal, state, and grant requirements and college and county regulations.

• Monitors progress of grant-funded projects to include goals, objectives, outcomes, deliverables, and all other contract terms for assigned grant teams through regular communication and meetings.

• Ensures timely and appropriate implementation of college grants, expenditure of funds, reporting, and compliance, including time and effort reporting.

• Participates in institutional cross-functioning with Project Directors and Budgeting and Fiscal Services Staff to ensure the positive performance in the technical, fiscal, and operations management of all active grants projects and that proper protocol is followed in conducting all formal change orders/modifications.

• Participates in the daily/annual departmental responsibilities, including strategic planning, operational plan implementation, general office administration, professional development, annual evaluation and reporting, budgeting, purchasing, and the development of policies and procedures.

• Responsible for performing timely updates and ensuring the accuracy of information on the department's website.

• All other duties, as assigned.

 

Qualifications

 

MINIMUM QUALIFICATIONS 

 

• Two (2) years of experience with federal, state and/or local grants development, management, and implementation, preferably in a community college or higher education setting.

• Experience with leading and/or co-facilitating program and project design teams.

• Experience with grant writing, administration, accounting, budgeting, analytical processes, and report preparation techniques; and related governmental services.

• Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds in a community college environment.

• Experience with principles and procedures of record-keeping and writing comprehensive narrative and statistical reports.

• Basic principles and practices of public agency budget development and administration and sound financial management policies and procedures.

• Knowledge of mathematics and basic statistical computations.

• Strong oral and written communication skills (English usage, spelling, vocabulary, grammar, and punctuation).

DESIRABLE QUALIFICATIONS 

 

• Bachelor's degree, or higher, in Education, Educational Administration, Public Administration, or Social Science is preferred.

• Basic knowledge of applicable federal, state, local, and district policies, codes, regulations, technical processes, and procedures related to grants development and administration.

• Basic principles and practices of public agency grant funding, including techniques and methods of researching grant opportunities, identifying grant funding agencies, and securing and maintaining funding from external agencies.

• Experience managing multiple priorities and deadlines in a fast-paced environment.

• Experience with techniques for providing a high level of customer service by effectively dealing with the public, vendors, students, and district staff, including individuals of various ages, disabilities, various socio-economic, and ethnic groups.

• Experience with modern office practices, methods, and computer equipment and applications, including word processing, database, and spreadsheet applications.

SPECIAL CONDITIONS 

 

Working hours: Monday - Friday, 7:30am - 4:30pm. Hours may vary according to the assignment.

CONDITIONS OF EMPLOYMENT 

 

This is a full-time, 12-month, classified bargaining unit position. Starting date: as soon as possible. Range 35 of the CSEA Salary Schedule, with a starting salary of Step A, $7,652. Excellent benefit package.

 

Being able and ready to work in-person with Chaffey students, Chaffey employees, or other members of the Chaffey community/Chaffey partners/Chaffey contractors is an essential function of this job.

 

REQUIRED TESTING INFORMATION 

 

Applicants must achieve qualifying scores on tests to be administered by the District. Testing will consist of two parts: Language Arts and General Math. All applicants will be notified via email of the testing day and time or to utilize the online self-scheduling feature.
