ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the Director of Treatment Services' supervision, the Outpatient Program Manager will manage and oversee a variety of substance use disorder treatment functions within the Outpatient Program. The Program Manager will work with all other Champions programs to provide integrated services and treatment for the clientele. The Program Manager will ensure proper and ethical documentation for all services, provide appropriate training and modeling for staff and interns, conduct monthly staff meetings and program audits and be familiar with Drug Medi-Cal and the California Department of Health Care Services (DHCS) regulations and standards. The Program Manager will coordinate all functions in the outpatient office to include supervision, compliance and quality assurance, program development, billing and productivity, financial oversight, training and development of staff in all areas and will also be a part of outreach in development of community partnerships.
Summary of essential job functions / responsibilities
- Provides oversight of Outpatient program, contract responsibilities, and program staff.
- Complies with all program policies and procedures; including State / Federal or Certification / Licensure requirements.
- Oversees program's compliance with state licensing and federal regulations, and all reporting requirements.
- Assists with preparing DHCS and DMC applications, renewals, and corrective action plans.
- Prepares and assembles all documentation for all programmatic audits, monitorings, and investigations by regulatory and funding agencies.
- Assists with preparing corrective action plans for Outpatient program monitoring findings.
- Coordinates all client intake procedures for the outpatient SUD treatment program to maintain compliance with DHCS timely access requirements.
- Oversees appropriate record-keeping and ensures completion of all program's documentation.
- Oversees chart reviews to ensure the delivery and documentation of services in compliance with licensure and payer regulations and standards.
- Monitors program staff completion of client's intake and Problem Lists.
- Coordinates with LPHA to approve diagnoses, assessments, Problem Lists, and extensions.
- Coordinates with Samuel's House and Hannah's House Program Managers to refer clients to their programs as needed.
- Conducts assessments and delivers individual and group counseling services as needed.
- Assists Director of Treatment Serv ices in monitoring third party billing and all revenue generating activities.
- Updates programmatic policies and procedures to maintain compliance with DHCS, DMC, and Kings County Behavioral Health (KCBH) regulatory and funding requirements.
- Develops / maintains an organizational culture that fosters staff professional development and provides adequate supervision and support.
- Facilitates healthy team development and skill building integral to the delivery of Champions' services.
- Participates in team meetings; assists Director of Treatment Services with new initiatives and projects and in seeking funding sources; assists in fulfilling reporting requirements.
- Participate in monthly Kings County Behavioral Health SUD System of Care (SOC) meetings.
- Participate in Kings Partnership for Prevention workgroups.
- May be required to work some evening and weekend hours based on program needs.
- Works in a confidential capacity. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to operations / services and company policy.
- Make and recommend management and personnel decisions for, including promotion, transfer and assignment of staff, and imposition of discipline.
- Perform other duties as required.
