What are the responsibilities and job description for the Policy Analyst position at Changing Technologies, Inc.?
One of our govt. clients, DHS is seeking a candidate with strong analytical abilities, research skills, and a deep understanding of both policy development and process implementation. The Policy Analyst will support the Summer EBT program by analyzing applicable policies, regulations, and documentation (including MOU and Plan of Operations and Maintenance); memorializing program roles and activities for Summer EBT program; documenting policies into system requirements, procedure documentation, and program materials, as well as coordinating responses to fraud, fair hearings, and escalated issues.
Analyzing and developing policies, procedures, and business requirements based on new and evolving federal program guidance, including:
· Researching and analyzing applicable policies, regulations, and program documentation
· Documenting policies and translating across systems, procedures, and program materials
· Translating policy into business rules for the development of the case management system
· Facilitating program reporting and audit management
· Collaborating with subject matter experts, stakeholders, and partners to gather input and ensure that policies and regulations are aligned with organizational goals and objectives
Contribute to the delivery of the new case management system in FY25, including:
· Communicating federal and local program requirements to technical staff responsible for the development and implementation of the permanent case management system
· Coordinating system design, development of test scenarios, and implementation monitoring
· Supporting development of system data tables, data queries, data transformations; as well as informing reporting formats and file creation
Ensure policy compliance and alignment with legal requirements, including:
· Coordinating between DHS, OSSE policy experts as well as legal counsel to ensure that Summer EBT program complies with policies
· Creating and updating procedural documents for customer service staff, internal S-EBT team
· Compiling all internal and customer-facing FAQs to mitigate reoccurring issues
· Facilitating reporting, reconciliation, monitoring, audit procedures
· Supporting fraud management activities and fair hearings requests for S-EBT program
· Providing support for Tier 3 escalated cases, including tracking, coordination, and closure
Contribute to planning for sustainable Summer EBT program operations in FY26, including:
· Supporting interagency workgroup priorities, concerns, and feedback
· Detailing program materials, plans, procedures, and communication
· Contributing to ongoing refinement of processes, systems, and other program infrastructure
· Supporting ongoing customer service and outreach efforts
The Policy Analyst is expected to operate as part of a team and work collaboratively with other members of the team to share knowledge and best practices to optimize program implementation. Staff may occasionally be asked to provide support for other aspects of program management as necessary.
Qualifications:
· Demonstrate a minimum of 5 years of experience in policy analysis, program development, and implementation.
· Demonstrate a strong knowledge of relevant policies, regulations, and legal requirements related to SNAP, TANF, Medicaid, and child nutrition assistance programs.
· Demonstrate a strong knowledge of policies and regulations governing various federally regulated personally identifiable data types, such as: SNAP/TANF data, Medicaid and HIPAA data, student data, foster care data, and homelessness data.
· Demonstrate a strong knowledge of IT systems development and translating detailed policy requirements into system functionality, testing scenarios, and operational monitoring.
· Demonstrate excellent analytical and critical thinking skills, including the ability to analyze complex data and develop evidence-based policies and programs.
· Demonstrate strong written and verbal communication skills, including the ability to effectively communicate with diverse stakeholders and present findings to decision-makers.
· Demonstrate strong interpersonal skills, including the ability to build and maintain effective relationships with stakeholders and partners.
· Demonstrate the ability to work independently and as part of a team.
