The Director of Criminal Justice Programs is a specialized, management level position that plans, develops, supervises, coordinates, and evaluates programs that serve adult and juvenile offenders to promote a range of productive and rehabilitative options to improve the criminal justice system. This position is responsible for the oversight of all circuit court juvenile and adult criminal case processing practices and state reporting requirements, facilitating new court program creation, and supervising all court-based criminal justice programs. In addition to court-based criminal justice program(s) project management, the director provides logistical and administrative support to the Charles County Criminal Justice Coordinating Council (CJCC) and maintains communication and ongoing proactive working relationships with CJCC partners and community stakeholders. This position is responsible for collecting and analyzing data from the courts and other criminal justice agencies for the purpose of measuring performance and identifying policy and programmatic changes to enhance the efficiency and effectiveness of the criminal justice system. Essential functions also entail grant writing, fiscal management, media and communications, justice partner and community engagement, and training and professional development. The Director of Criminal Justice Programs works at the pleasure of the Administrative Judge and under the direct supervision of the CJCC Executive Committee with general guidance provided by the Court Administrator.

Criminal Justice Initiatives and Activities Coordination: Performs supervisory oversight for all circuit court juvenile and adult criminal justice programs and activities. Evaluates existing circuit court juvenile and adult criminal programs and case management practices to determine which evidence-based concepts and model programs would enhance or improve those operations and develops the responsive policies or programs for implementation. Collaborates with the CJCC and justice partners to set long and short-terms goals and to facilitate revisions to the strategic work plan, programs, policies, and procedures consistent with those goals and emergent CJCC initiatives. Coordinates, implements, evaluates, monitors, and reports the progress of agreed-upon goals, objectives, initiatives, and tasks that achieve the long and short-range strategic priorities of the circuit court and the CJCC. Proposes changes and enhancements to countywide criminal justice practices and procedures to the CJCC, incorporating concepts of continuous quality improvement and implementation of evidence-based best practices. Consults with information technology departments to establish or upgrade database interfaces with all justice partners. Studies and devises methods to coordinate the availability and development of resources, facilities, and services that are required for, or offered by, circuit court and CJCC-sponsored programs and initiatives. Facilitates a cooperative working environment among CJCC members, county government departments, local agencies, and community organizations. Liaises with pertinent Charles County Government boards, commissions, and councils to advance criminal justice strategies. Represents the CJCC, as directed, in all local and state coordinated justice system planning and data collection effort meetings. Pursues professional association memberships and attends conferences to remain abreast of current and emergent criminal justice trends, methodologies, research initiatives, and published findings. Identifies, coordinates, and implements training opportunities for circuit court staff, CJCC members, and justice partners.Criminal Justice Committees, Subcommittees, and Workgroups Participation: Creates and chairs circuit court adult criminal and juvenile justice committees and workgroups. Schedules and calendars all CJCC Executive Committee, CJCC membership, subcommittee, and workgroup meetings. Drafts, distributes, and posts agendas, meeting minutes, and other correspondence for the CJCC, its subcommittees, and workgroups. Updates bylaws, mission statement, goals and objectives, and strategic plan as required. Maintains all CJCC records and documentation of proceedings. Executes new CJCC member and other stakeholder orientation. Attends all relevant meetings as required. Produces regular reports on the CJCC and criminal justice system, including an annual CJCC report, and presents findings to diverse audiences including government administrators, elected officials, agency representatives, court staff, and the public. Advances understanding of racial and ethnic disparities in the local criminal justice system and pursues meaningful avenues to expand inclusion of the community, especially communities of color, in decision-making. Evaluates current and projected program cost effectiveness to include analyses of expenditure and revenue data relative to the population served. Identifies mandated versus discretionary services for budgetary purposes. Monitors budget, contracts, services, costs, and other factors among circuit court and CJCC programs to identify problem and service duplication areas and recommends budget reallocation refinements.
