We are excited to introduce you to the Engineer I - Development Review position with Charles County Government. This role is perfect for individuals passionate about civil engineering and infrastructure development. As an Engineer I, you will be responsible for performing specialized engineering work in areas such as storm drainage, storm water management, roadway, domestic water, sanitary sewer, and wastewater management. You will review and evaluate projects for compliance with engineering regulations, assist with infrastructure analysis using computer modeling software, and conduct field inspections.
- Reviews and evaluates projects for conformance with County ordinances, policies and procedures, engineering regulations, development and subdivision requirements, standard specification and detail conformance and other areas as assigned. Discusses and resolves problems and issues arising during design review and construction phases of projects.
- Uses various specialized analysis including grading, storm drainage, stormwater management, flood plain management, road, water, and sewer analysis as appropriate to projects to discern relevant issues and facts and formulate appropriate recommendations.
- Maintains project files and records and prepares related reports including graphic materials, maps, and other illustrative materials as necessary; submits study reports and recommendations for review and presentation to various boards and committees.
- Coordinates reviews, studies and projects with other divisions and departments as necessary; makes referrals and follows through on actions with agencies, as necessary.
- Responds to inquiries from the public, developers, engineers, landowners, attorneys and others involved in infrastructure regarding procedures, compliance issues and related matters.
- Performs field visits and site inspections, as necessary.
- Serves on committees and work groups as assigned, providing technical support and assistance.
- Compiles and disseminates information on engineering related matters to the public.
- Performs other related job duties as assigned.
Education and Experience:
Bachelor’s Degree in Civil Engineering.
Licenses or Certifications:
Valid driver's license.
Engineer in Training (EIT) Certification preferred.
Special Requirements/Qualifications:
Work is subject to interruptions and inflexible deadlines.
May be required to work some evenings and weekends to coincide with project schedules and/ or public information meetings.
This position is required to receive climate competency training level 2.
Knowledge, Skills and Abilities:
- Knowledge of the principles, concepts and techniques of civil engineering as applied to grading, storm drainage, flood plain management, stormwater management, roads, water and sewer and related activities.
- Knowledge of relevant engineering software programs.
- Knowledge of Local, State, and Federal guidelines and regulations.
- Ability to Perform technically sound engineering and related studies and formulate appropriate recommendations.
- Ability to conduct onsite inspections.
- Ability to interpret and apply applicable ordinances, rules, regulations, standard specifications and details to varied engineering and related situations.
- Ability to develop and interpret engineering design and construction policies.
- Ability to maintain records and prepare related reports and correspondence.
- Ability to communicate effectively orally and in writing, including assisting public presentations.
- Ability to establish and maintain effective working relationships with others encountered in the work, including internal and external customers.

PHYSICAL DEMANDS
The work is sedentary with frequent periods of moderate physical activity and is performed in office and field surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.
