Summary
Charles County Government is seeking a dynamic HR Recruiter to assist in the recruitment process for County Departments. The Recruiter will advertise, screen applications, qualify and rank applicants, schedule interviews, conduct interviews, complete reference checks and related background checks, notify non-selected applicants, and respond to inquiries regarding application status.
Essential Job Functions
- Participates in the recruitment process for County departments. Maintain accuracy within the County’s online applicant tracking system, including regular updates and data entry.
- Provides technical assistance and support to internal users from all departments.
- Reviews the user’s manuals and provides updates as needed.
- Provides work assignments to administrative support personnel. Ensure work assignments are completed accurately and efficiently. Provides feedback and guidance as needed.
- Develops a recruitment plan for hard to fill or senior-level positions in conjunction with the department.
- Advertises all positions in accordance with recruitment policy in order to recruit well-qualified candidates for positions.
- Reviews employment applications and resumes and, qualifies and ranks applicants prior to forwarding the applications to the hiring department for their review and input.
- Approves interview questions developed by the department which are legally compliant, job-related and which identify the best candidate.
- Responds to inquiries from all departments regarding recruitment protocols.
- Interviews candidates with the hiring department and actively participates in selection of a new employee. Documents information obtained from candidates during interviews.
- Interprets and explains human resource policies, procedures, laws, standards, and regulations. Provides technical assistance and guidance to employees and supervisors on confidential and sensitive issues involving personnel policies, disciplinary issues, and concerns.
- Reviews employment references and driving records (when applicable) of selected candidates to ensure candidates are qualified for the position prior to obtaining approval to hire.
- Coordinates and conducts background checks on selected candidate, when applicable.
- Coordinates notification of candidates not selected. Verbally notify in-house candidates that are not selected for a position. Notify external candidates via email through the applicant tracking system.
- Writes informational materials for a variety of audiences regarding human resources matters as requested.
- Supports Coordination of and attends job fairs
- Responds to inquiries regarding status of an employment application and the recruitment process. Handle escalated calls from applicants.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Bachelor's degree in Human Resources Management or related field. Two (2) years progressively responsible experience in human resources, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
One of the following human resources certification preferred: PHR, SPH, SHRM-CP, SHRM-SCP, IPMA-CP, IPMA-SCP.
Valid Driver’s License.
