Charles County Government is seeking a dynamic LMB Program Specialist to carry out a broad range of administrative activities to support programs that are monitored by the Local Management Board (also known as the Charles County Advocacy Council for Children Youth & Families) within the Charles County Department of Community Services. In addition, the LMB Program Specialist is responsible for assisting with convening the Local Management Board, and an Early Childhood Council to help advise on the execution of the short- and long-term strategies for addressing child, youth and family programs and initiatives for positive early childhood development, and assisting with the monitoring of programs and services, including oversight of the On-Site Childcare and Before and After School Programs.

Essential Job Functions

  • Assists with the preparation of briefings, reports, and presentations to elected officials, community providers, vendors, and other key stakeholders and groups on topics pertaining to human services delivery.
  • Assists with the Early Childhood Advisory Council for the Local Management Board.
  • Works with agencies to develop County-wide efforts to increase/improve school readiness.
  • Conducts monitoring site visits to vendors of community-based programs and childcare centers.
  • Reviews daily, monthly, and yearly activities of LMB vendors to ensure conditions of award and other contractual agreements are followed.
  • Serves on committees, task forces, planning teams, and boards to form a collaborative approach that address local human service needs for children, youth & families.
  • Interprets and applies state and local program policy pertaining to human service needs.
  • Assists, plans, coordinates, and attends meetings for Early Childhood Advisory Council.
  • Attends various committee meetings with vendors that are funded through the children’s cabinet, GOCCP, MSDE and other state or federal agencies.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

Associate degree in Early childhood/Child Development or Human Services. Three (3) years of experience in health and human services, services to children and their families, counseling and therapy, group facilitation, social work, nursing, or case management; or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Valid driver’s license is required.

Special Requirements/Qualifications:

Work is subject to frequent interruptions.
Work will require flexible scheduling to accommodate occasional evening or weekend activities.

Knowledge, Skills and Abilities:

  • Knowledge of Social Media marketing strategies
  • Knowledge of Consumers of Human Services including children, youth, and families.
  • Knowledge of modern office procedures and practices including operation of office appliances such as calculators, computers, and automated computer systems web-based applications, and/or copy machines.
  • Skill in planning strategies and techniques related to human services to children and families.
  • Skill in research of and writing proposals for grants that serve children and families.
  • Ability to produce well organized planning documents.
  • Ability collect and interpret information in many forms as a basis for the planning of human services for children, youth, and families.
  • Ability to facilitate participation in the human services planning process by individuals and groups representing a wide spectrum of interests and backgrounds.
  • Ability to multi-task and manage time effectively.

PHYSICAL DEMANDS

The work is sedentary with frequent periods light physical activity and is performed in office surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; use fingers to operate computer or typewriter keyboards; and the ability to speak normally and to use normal or aided vision and hearing.

WORK ENVIRONMENT

Principal duties of this job are performed in a general office environment with scheduled field work for the monitoring of off-site programs and contracted vendors.

Health Reimbursement Arrangement — New hires who elect health insurance coverage with Charles County Government will be enrolled in a Voluntary Employee Beneficiary Account ( VEBA).

Upon retirement or separation from employment, you will be able to use the funds in the VEBA account to pay for your health insurance premiums and other qualified medical expenses. You will contribute $31.75 per pay period (via payroll deduction). County Government will contribute $95.26 per pay period. The contribution may be adjusted each year based on the Consumer Price Index (CPI).

  • ANNUAL LEAVE — Begin employment by accruing 8 hours per month
  • SICK LEAVE — Accrue 7.5 hours a month
  • PAID TIME OFF (PTO) — Employees working the hours shown below, will receive the dedicated amount of PTO hours:
» 1,950 hours per year = 30 annual PTO hours
» 2,080 hours per year = 36 annual PTO hours
» 2,184 hours per year = 36 annual PTO hours
» An eligible employee who starts after the first pay period of the calendar year will receive a pro-rated number of hours based on their hire date.
  • PAID PARENTAL LEAVE — Grants up to 6 calendar weeks of paid leave to eligible County Government employees in connection with the birth or adoption of a child.

Tuition Reimbursement
Full time employees are eligible to participate after completing one full year of employment, and successful completion of their probationary period.
