We are hiring! Charles County Government is currently recruiting for Parks and Grounds Operations Manager to become a part of the Parks and Grounds Division of the Recreation, Parks & Tourism Department.
The hiring range is $76,072.62 - $85,505.55 annually commensurate with experience.
The Parks and Grounds Operations Manager will perform supervisory parks and grounds maintenance work. Plan, schedule, and direct maintenance/construction activities at all County grounds and parks.
- Implements approved turf management and maintenance programs.
- Inspects, maintains and ensures proper landscape management practices.
- Maintains daily work schedules, maintains records, materials list and inventories.
- Ensures the proper and safe operation and maintenance of all grounds-related equipment and vehicles.
- Prepares time, payroll and leave reports.
- Assists in planning and assessing future construction, renovation and maintenance projects.
- Cooperates with other divisions in special events and projects.
- Supervises staff.
- Approves for hire, trains, coordinates, evaluates and recommends for discipline assigned personnel in accordance with County personnel policies and procedures.
- Manages construction, renovation and maintenance of Board of Education and park athletic fields.
- Supervises Snow Removal Program.
- Participates in emergencies as assigned.
- Performs other related job duties as assigned.
Education and Experience:
Bachelor’s degree in Agronomy, turf grass science or closely related field of study. Four (4) years of progressively responsible grounds maintenance experience; or an equivalent combination of education, experience and training.
Licenses or Certifications:
Must possess a valid Commercial Driver's License Class B.
Maryland Pesticide Applicator’s Certification - Preferred.
Maryland Professional Fertilizer Applicators Certification.
Special Requirements/Qualifications:
Subject to work beyond the normal scheduled hours of work.
Employees are subject to call back in emergencies.
Experience in managing cool and warm-season turf grass.
Experience in design and maintenance of landscape areas.

Knowledge, Skills and Abilities:
- Knowledge of methods and procedures used in parks and grounds maintenance.
- Knowledge of implements approved turf management and maintenance programs.
- Knowledge of implements approved horticulture management and maintenance programs.
- Knowledge of use and care of hand and power tools used in the work.
- Knowledge of effective techniques of supervision.
- Knowledge of proper handling and application of turf/horticultural chemicals.
- Knowledge of Construction Trades
- Ability to plan and schedule grounds maintenance and construction activities effectively.
- Ability to understand turf grass and horticultural chemical practices and effectively directs the proper use of fungicides, herbicides, insecticides and fertilizers.
- Ability to carry out daily assignments, follows through on matters and uses independent judgement and training to take appropriate actions to deal with both standard recurring situations and new/unusual problems.
- Ability to perform and direct parks and grounds maintenance work.
- Ability to use the tools and equipment of work efficiently.
- Ability to train and supervise others in the work.
- Ability to maintain records and prepare reports.
PHYSICAL DEMANDS
The work is regularly active with periods of heavy exertion. Typical positions require workers to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch and crawl, reach hold, grasp, and turn objects; feel the size, shape, and temperature of items; use fingers to operate computer or typewriter keyboards; speak normally, to use normal or aided vision and hearing and to detect odors.

Principal duties of this job are performed in a general office, in shop or field settings and outside environment.
