The hiring range of $94,504.61 - $153,097.43 is commensurate with experience.

Performs senior management level supervisory and administrative responsibilities for the Charles Soil Conservation District (District), including programs and personnel (local, state and federal soil conservation and natural resource programs serving the Charles County agricultural community). Involves review and approval of projects related to urban development such as sediment and erosion control, environmental site design, and dam safety. Represents the District at meetings, hearings and conferences with officials, other governmental departments and agencies. Oversees and manages the District headquarters.

Essential Job Functions

  • Supervises and provides leadership to staff; assigns and reviews work; takes actions to adjust work, staffing and operations to meet requirements. Selects, trains, and evaluates staff, and takes appropriate actions to improve performance when necessary. Initiates actions regarding hiring, transfer, promotion, payroll, leave, performance, and other personnel actions. Monitors staff functions and initiates appropriate corrective actions as necessary.
  • Evaluates employees through annual performance reviews, in consultation with partner agencies when appropriate, and holds employees accountable for completing work assignments to ensure deadlines and goals are met. Provides timely feedback to employees on performance and District policies. Monitors staff performance metrics and recommends improvements when necessary to meet performance goals.
  • Monitors staff workloads to ensure appropriate workload levels across program areas. Makes adjustments as necessary.
  • Works with staff to develop short and long-range goals, performance measures and objectives, and develop and execute in alignment with the District Board of Supervisors goals and objectives.
  • Consistently manage multiple conflicting priorities, reprioritize tasks and establish priorities to meet deadlines.
  • Reviews and approves sediment and erosion control plans, pond designs for dam safety and overall environmental site design plans, as needed.
  • Oversees the Charles Soil Conservation District office building, property, and associated facilities.
  • Oversees the Charles Soil Conservation District agricultural activities and programs serving the Charles County agricultural community.
  • Represents the Charles Soil Conservation District at meetings, hearings and conferences with officials, other governmental departments and agencies.
  • Prepares and monitors annual budget funding from County, State, Federal and grant sources; operates within budgetary constraints.
  • Responsible for overseeing District administration, programs, policies, finances, and planning.
  • Ensures that the day-to-day functions of the District are carried out effectively and efficiently.
  • Provides guidance and coordinates with the District Board of Supervisors.
  • Maintains liaison with State, Federal and other local officials.
  • Responsible for carrying out the Charles Soil Conservation District Long Range Strategic Plan.
  • Provides supervision and leadership to the employees of the District.
  • Interacts and communicates with Federal agency officials, State officials, local elected officials, local and state departmental staff as well as special interest groups, developers, farmers, homeowners, and the general public.
  • Negotiates financial agreements and contracts, recommends acceptance to the District Board of Supervisors, authorizes expenditures; receives and manages grants and other public funds.
  • Serves as an ex-officio member of the Charles County Land Preservation Advisory Board.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

Bachelor’s degree in related field required. Seven (7) years of progressively responsible professional management experience; or an equivalent combination of education, experience and training.

Licenses or Certifications:

Must possess a valid driver's license.

Special Requirements/Qualifications:

Subject to work beyond the normal scheduled hours of work.

  • Knowledge of the principles, concepts and practices of land use, resource management, civil engineering, and hydrology.
  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of budgeting procedures and techniques.

  • Ability to exercise good judgment and tact to resolve complex land use issues and controversies.
  • Ability to use common word processing and spreadsheet computer programs.
  • Personal skills to work with agency administrators and political officials.

PHYSICAL DEMANDS

The work is partly sedentary with periods of moderate physical activity and is performed in both office and field settings. Work may involve climbing stairs, ladders, and scaffolding; bending, kneeling, crouching, and crawling; able to reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards.

WORK ENVIRONMENT

Principal duties of this job are performed in a general office environment. Outside job duties are often required on agricultural properties and land development construction sites. Some job duties are required at public forums.

You will contribute $31.75 per pay period (via payroll deduction). County Government will contribute $95.26 per pay period. The contribution may be adjusted each year based on the Consumer Price Index (CPI).

» 1,950 hours per year = 30 annual PTO hours
» 2,080 hours per year = 36 annual PTO hours

» An eligible employee who starts after the first pay period of the calendar year will receive a pro-rated number of hours based on their hire date.
