Summary
Performs senior management level supervisory and administrative responsibilities for the Charles Soil Conservation District (District), including programs and personnel (local, state and federal soil conservation and natural resource programs serving the Charles County agricultural community). Involves review and approval of projects related to urban development such as sediment and erosion control, environmental site design, and dam safety. Represents the District at meetings, hearings and conferences with officials, other governmental departments and agencies. Oversees and manages the District headquarters.
Essential Job Functions
- Supervises and provides leadership to staff; assigns and reviews work; takes actions to adjust work, staffing and operations to meet requirements. Selects, trains, and evaluates staff, and takes appropriate actions to improve performance when necessary. Initiates actions regarding hiring, transfer, promotion, payroll, leave, performance, and other personnel actions. Monitors staff functions and initiates appropriate corrective actions as necessary.
- Evaluates employees through annual performance reviews, in consultation with partner agencies when appropriate, and holds employees accountable for completing work assignments to ensure deadlines and goals are met. Provides timely feedback to employees on performance and District policies. Monitors staff performance metrics and recommends improvements when necessary to meet performance goals.
- Monitors staff workloads to ensure appropriate workload levels across program areas. Makes adjustments as necessary.
- Works with staff to develop short and long-range goals, performance measures and objectives, and develop and execute in alignment with the District Board of Supervisors goals and objectives.
- Consistently manage multiple conflicting priorities, reprioritize tasks and establish priorities to meet deadlines.
- Reviews and approves sediment and erosion control plans, pond designs for dam safety and overall environmental site design plans, as needed.
- Oversees the Charles Soil Conservation District office building, property, and associated facilities.
- Oversees the Charles Soil Conservation District agricultural activities and programs serving the Charles County agricultural community.
- Represents the Charles Soil Conservation District at meetings, hearings and conferences with officials, other governmental departments and agencies.
- Prepares and monitors annual budget funding from County, State, Federal and grant sources; operates within budgetary constraints.
- Responsible for overseeing District administration, programs, policies, finances, and planning.
- Ensures that the day-to-day functions of the District are carried out effectively and efficiently.
- Provides guidance and coordinates with the District Board of Supervisors.
- Maintains liaison with State, Federal and other local officials.
- Responsible for carrying out the Charles Soil Conservation District Long Range Strategic Plan.
- Provides supervision and leadership to the employees of the District.
- Interacts and communicates with Federal agency officials, State officials, local elected officials, local and state departmental staff as well as special interest groups, developers, farmers, homeowners, and the general public.
- Negotiates financial agreements and contracts, recommends acceptance to the District Board of Supervisors, authorizes expenditures; receives and manages grants and other public funds.
- Serves as an ex-officio member of the Charles County Land Preservation Advisory Board.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Bachelor’s degree in related field required. Seven (7) years of progressively responsible professional management experience; or an equivalent combination of education, experience and training.
