The Utilities Maintenance Superintendent provides managerial and operational support for the day-to-day Maintenance of the County's water and wastewater equipment, such as wastewater treatment plants, water wells, water treatment plants, and sewer pump stations, and similar.  The duties include supervising crews, scheduling work, managing computerized maintenance system, monitors and controls expenditures through the budget and procurement process and manages county assets related to water and wastewater facilities.  
  • Manages the day-to-day maintenance of the county's water and wastewater equipment, such as wastewater treatment plants, water wells, water treatment plants, and sewer pump stations, and similar.
  • Reviews data collected by staff for correctness and utilizes automation technology to make sure preventative maintenance was done correctly, monitors data and documentation of maintenance performed, required by regulations.
  • Provides technical expertise directly to staff to improve their ability to make timely and effective decisions related to maintenance of equipment; utilizes training to develop maintenance staff to a level where they understand how to accomplish correct maintenance and analyze malfunctions of equipment, providing proper fixes and solutions.
  • Provides significant input for preparing the annual operating and capital improvement budgets for facilities in area of assignment; works with staff to control costs within the approved budgeted amounts.
  • Responsible for proper safety protocols and policies, and responsible for safety training of staff.
  • Provides recommendations for hiring, promotions, disciplinary actions, and all other personnel matters associated with the staff supervised in area of assignment in accordance with County and Department Personnel policies and procedures.
  • Manages electrical systems related to water and wastewater facilities, making sure proper maintenance is accomplished with minimal interruptions of service, safety in mind, and with minimal damage to environment. 
  • Monitors/operates the county wide Supervisor Control and Data Acquisition (SCADA) alarm system, interpret results of SCADA information to analyze equipment malfunctions.
  • Participates with county and Department Safety Officers to enforce all safety policies and procedures; goals are to ensure they are understood and followed by staff and visitors, to provide a safe and hazard free workplace, and to eliminate or minimize losses and injuries.
  • Manages the preventive and corrective maintenance of environmental facilities to ensure equipment (such as pumps, blowers, mixers, meters, and piping functions correctly with minimal interruptions, and to make sure equipment functions properly to meet State and Federal regulations. Manages spare parts inventory and tools correctly. 
  • Communicates in a professional manner verbally and in writing; develops clear, concise written documents; speaks clearly presenting information in a manner understood by the audience, and effectively corresponds with the public and with federal, state, and local regulatory agencies and officials on applicable matters.
  • Need to be familiar with proper Operations Protocols and Process to assist with managing Wastewater Treatment Plants, Water Treatment Plants, Water wells, and sewer pump stations. Changes in assignment and requests with projects may be requested by the Chief of O&M. Assignments will be rotated from time to time based on the needs of the Department and to encourage cross training.
  • Uses Geographic Information system (GIS). 
  • Completes paperwork and forms related to State and Federal regulations, for water systems and wastewater treatment facilities. 
  • Performs other related job duties as assigned. 
  • Assists with work on computerized scale program, at Mattawoman Wastewater Plant. 
  • Assists in review of engineering drawings for wastewater treatment plants, water treatment plants, water wells, and sewer pump stations, and similar.

Education and Experience:

High school diploma or an acceptable equivalency diploma (GED).  

Prefer an associate degree with specialty in Environmental Science or Construction Management or similar. 

Six (6) years of progressively responsible experience in Maintenance of Water and Wastewater Equipment (such as pumps, Blowers, mixers, piping, flow meters and other related equipment), two of which include management, and supervisory experience, or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Must possess a valid driver's license. 

Confined Space Training (preferred). 

Wastewater or Water Operator Certification in the State of Maryland (preferred). 

Special Requirements/Qualifications:

Subject to work beyond the normal scheduled hours of work.

Subject to call back in emergencies.

  • Knowledge of the use and care of hand, power and other tools used in the work. 
  • Knowledge of electrical applications and safe working procedures. 
  • Knowledge of effective technique of supervision. 
  • Ability to work with citizens to resolve complaints. 
  • Ability to follow through on matters and use independent judgment and training to take appropriate actions to deal with standard recurring situations, ability to perform research on proper Operation and Maintenance Manuals, ability to learn operation of new equipment, and ability to teach staff gained knowledge. 
  • Ability to supervise mechanical maintenance on machinery and equipment used in water and wastewater systems. 
  • Ability to use computerized maintenance program (INFOR). Manage County computerized Maintenance system, for proper documentation, and assets inventory, work orders completion. 
  • Ability to use County GIS software to assist with Maintenance projects. 
  • Ability to perform physically demanding work. 
  • Ability to use the tools and equipment of the work efficiently. 
  • Ability to interpret, understand and apply technical guides and manuals.
  • Ability to properly rig, hoist, install and remove heavy equipment. 
  • Knowledge of environmental facilities to the extent necessary to operate, repair, and maintain, including all applicable Federal, State, and local regulatory requirements. 
  • Knowledge of mathematics related to Maintenance field, ability to interpret pump-curves and similar.
  • Knowledge of methods and procedures of wastewater plant and pump station operation, water treatment and distribution systems, stormwater treatment systems, water reuse systems and other environmental treatment processes.
  • Knowledge of administrative processes including budgeting, facilities management, purchasing, procurement and personnel.
  • Knowledge of effective techniques of supervision and training
  • Ability to determine the specific tasks and assignments to be performed, independently handling unusual new problems and deviations encountered in the work.
  • Ability to maintain records and prepare related reports.
  • Ability to establish and maintain effective working relationships with others encountered in the work.
  • Ability to communicate effectively orally and in writing.
  • Ability to use excel computer program. 
  • Ability to enter confined spaces, with proper training. 
  • Ability to pass annual Pulmonary Breathing Function Test (will be required to be clean-shaven).
  • Ability to learn and use Geographic Information System (GIS). 

PHYSICAL DEMANDS

The work is partly sedentary with periods of moderate physical activity. Typical positions require workers to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp, and turn objects; feel the size, shape and temperature of items; use fingers to operate computer or typewriter keyboards; speak normally, to use normal or aided vision and hearing, and to detect odors. This is considered an essential job; you will be required to be present during snow or weather emergencies. 

WORK ENVIRONMENT

Principal duties of this job are performed in a general office and plant surroundings environment. This is a sewage treatment plant and employee are subject to hazards of that environment; exposed to raw sewage; and exposed to in inclement weather.
