Emergency Management Specialist - HAZMAT Logistics

Supports the operations and activities of the County’s Emergency Management Department (EMD) and the Hazardous Materials Section; performs directly related work as required.

 

Duties are performed under the direct supervision of the Hazardous Materials Manager, and the hazmat program is operated under State and Federal guidelines. Considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in a combination warehouse and office. Staffing of the Emergency Operations Center (EOC) and Unified Mobile Command unit (UMC) are required as needed.  

 

HIRING SALARY: $53,435 to $69,971 (Estimated Annual Salary)

EXAMPLES OF ESSENTIAL WORK (ILLUSTRATIVE ONLY)

 

*           Coordinates the logistical needs of the Charleston County Emergency Management Department and Hazmat/WMD Section. Can include supply delivery and receipt, coordination of resources, and maintenance of a variety of assets. 

*           In conjunction with the department Project and Finance Manager and Hazmat Manager, determines resource needs and implements as appropriate.   

*           Deploys at the request of State Law Enforcement Division (SLED), State Warning Point, Fire Fighter Mobility, or other request for Weapons of Mass Destruction Regional Response Team and equipment Logistics Officer. 

*           Is accountable for, maintains, calibrates, and repairs a variety of hazardous materials and weapons of mass destruction equipment to include but not limited to; 

*           Five-gas meter (RAE Systems), Single gas meter (RAE Systems), Calibration Kit, Mass spectrometer (MX-908), Radiation survey meters (Ludlum), Personal radiation monitoring (Thermo Scientific), Protein screen kit, Mass decontamination equipment, Personal protective equipment, Communication equipment.

*           Maintains equipment data SLED D4H software data.

*           Assists with the Hazardous Materials and Weapons of Mass Destruction training and exercise programs; coordinating sites, compiling records of attendance, and ensuring program’s overall success to include training workshops/conferences and specialized training for local emergency responders and teams through utilizing specific software.

*           Assists with ensuring that the Emergency Operations Center (EOC) is always in a state of readiness, able to respond to incidents that occur without warning and assisting team members to meet Emergency Management Accreditation Program (EMAP) standards.  

*           Responds as required during emergencies, hazardous situations, and severe weather conditions to provide technical and subject matter expert assistance to incident commanders. 

*           May serve a variety of roles within the Incident Command System.

*           This could include holidays, nights, and weekends.

*           On a rotating basis, acts as on-call duty officer for the Emergency Management Department. Will be part of the County Critical Incident Support Team.  

*           May perform public awareness presentations for civic groups, private and public organizations, and town meetings, etc.

*           Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

*           Attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices, and new developments in assigned work areas.

*           Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.

*           Performs other directly related duties consistent with the role and function of the classification.

 

TRAINING, EXPERIENCE, AND REQUIREMENTS:

 

*           High school diploma or GED, Associate’s Degree preferred but not required. 

*           Considerable experience in fire services, hazardous materials, and/or weapons of mass destruction. 

*           Experience in the calibration, maintenance, and record keeping of equipment. 

 

The following certifications are recommended, but not required. 

 

*           ICS 100, 200, 300, 400, 700 & 800

*           Firefighter 1

*           Hazardous Materials Operations

*           Must possess or have the ability to possess a valid South Driver’s License, Class E preferred. 

*           Must reside within 40 miles of 8500 Palmetto Commerce Pkwy, North Charleston within 6 months of employment.  

 

Knowledge:

 

*           Thorough knowledge of hazmat operations and equipment maintenance. 

*           Thorough knowledge of functions and operations of local, state, and federal government as they pertain to man-made or natural disaster response and Hazmat/WMD Response.

*           Thorough knowledge of National Incident Management System (NIMS) the incident command system.

*           Some knowledge of federal, state, and local laws, statutes, ordinances, practices, policies, and guidelines relating to emergency response.

*           Some knowledge of grant writing and the grant process.

 

Skills:

 

*           Skilled in speaking in public before both large and small groups.

*           Skilled in operating a personal computer using standard or customized software applications appropriate to assigned tasks.

*           Skilled in communicating effectively with others, both orally and in writing, using technical and nontechnical language.

*           Skilled in reading and deciphering technical language and specifications.

*           Able to relate and work with the public to help solve problems, including during times of anxiety and stress.  

*           Able to exercise critical thinking to respond to fast-changing environments in high-pressure situations.

*           Able to remain calm and continue to work effectively in volatile, high pressure, noisy, and/or dangerous situations.

*           Able to work independently with limited supervision and establish priorities as well as plan for and meet deadlines.

*           Able to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

*           Able to understand and follow oral and/or written policies, procedures, and instructions.

*           Able and willing to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.

*           Able to use integrity, ingenuity, and inventiveness in the performance of assigned tasks.
