Asset Management Technician, Public Works

Performs professional technical and analytical work regarding data collection (geographical & non-geographical), assessment and inspection of County-maintained public infrastructure assets.   Maintains Asset Management systems that supports and optimize the data collection and analysis of data for County departments.  Performs department specific Geographic Information System (GIS) data maintenance and analysis using a variety of industry standard software. Work includes field data collection and inspection, along with a variety of administrative functions associated with Asset Management. Utilize ground penetrating radar, metal locators, magnetic locators, cameras, and other equipment to locate existing assets.
 
ESSENTIAL JOB FUNCTIONS

  • Assists in the development, implementation & administrating a successful department-wide asset management program.
  • Maintain all assets and attributes in the GIS and Cityworks Computerized Maintenance Asset Management System (CMAMS).
  • Assists with the development of asset management plans, including lists and inventory.
  • Participates in the ongoing operations of the asset management system, including collection, processing, updating and verifying asset types and characteristics and other data ensuring coordination among all program-related data sources.
  • Works with Department Asset Manager to coordinate asset inspections, monitoring, and reporting to improve asset utilization and reduce capital and operating costs.
  • Develops and enhances enterprise asset data analytics and reporting methodologies
  • Assists with the identification and development of asset related business process improvements across the department.
  • Assists with departmental operations during emergency response.? 
  • May assist with the preparation of project budgets, departmental budgets, and updates to project financial models. 
  • May coordinate and lead staff to compile asset inventory and condition data, calculation of consequence of failure and probability of failure.  
  • Performs department specific GIS data creation, maintenance and analysis using ArcGIS software. 
  • Performs GPS field data collection of County infrastructure using survey grade GPS hardware and software.  
  • Operates large format copy machine, plotter and other office machines. 
  • Performs research of utility and easement locations. 
  • Skilled in accessing, inputting, and retrieving information, and adept at compiling and preparing comprehensive reports to support departmental asset management functions.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
  • Locate new and existing drainage infrastructure using basic surveying techniques.
  • Assist in installing and maintaining County weather stations.
  • Interpret drawings and blueprints for job tasks.
  • Assist in updating and maintaining Geodatabases.
  • Conduct condition surveys using Global Positioning System (GPS) of existing infrastructure within the right-of-way, including but not limited to stormwater systems, traffic control devices, roadways, and signage
  • Fulfill additional job duties as assigned.
  • May train and develop other staff members in the use of the asset management system
  • Assist other departments as required.
Education and Experience:
  • Associate’s Degree:
    1. Preferred:   
      • Asset Management
      • Computer / Information Science
      • Engineering
      • Information Technology
      • Public/Business Administration
  • Three (3) years of experience in public/business administration,  Geographic Information Systems (GIS), asset management or infrastructure maintenance.
  • Or an equivalent combination of relevant training, education and experience.
  • Preferred:
    1. Asset management experience

Licenses and/or Certificates:
  • Must maintain a valid driver’s license.
  • Within six (6) months of position assignment:
    1. The Institute of Asset Management (IAM) Asset Management Certificate
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of productivity and graphical applications including Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Skilled in ESRI ArcGIS software, including ArcGIS Pro, ArcMap, and related tools.
  • Understanding of methods for collecting and integrating spatial data, including GPS, remote sensing and GIS.
  • Ability to learn and perform GPS field data collection using Global Positioning System (GPS) hardware and software.  
  • Knowledge of engineering and surveying computations and terminology. 
  • Knowledge of construction materials. 
  • Knowledge of spreadsheet and database applications. 
  • Skill in effective communication, both orally and in writing.
  • Proficient in prioritizing and organizing tasks with basic project management skills to effectively meet deadlines.
  • Ability to understand directions and proceed with a minimum of supervision. 
  •  Ability to read and interpret a variety of construction specifications, diagrams, plans, and blueprints 
  • Ability to safely maintain and operate motorized equipment used in the area(s) of assignment. 
  • Ability to operate a motor vehicle. 
  • Ability to exercise judgment and discretion in interpreting and enforcing department codes, rules, regulations, policies, and procedures. 
  • Ability to maintain accurate records and reports. 
  • Ability to provide internal and external guidance and customer assistance via all forms of communication. 
  • Ability to author reports, business correspondence, and procedure manuals. 
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.
PHYSICAL DEMANDS
Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception.  Occasional lifting up to 50 pounds. 

WORK ENVIRONMENT
Work typically requires moderate exposure to one or more disagreeable conditions (i.e., irate customers, outdoors weather conditions, excessive noise, extreme heat, odors or dust).

The position requires moderate exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.).
