What are the responsibilities and job description for the Public Works Signal Systems Specialist position at Charlotte County BCC?
Performs highly skilled, technical work analyzing, implementing, and adjusting traffic signal timings and coordination patterns that provide for the smooth flow of traffic on all roadways that are part of the Punta Gorda/Charlotte County Advanced Transportation Management System (ATMS). This work is performed primarily in the Traffic Management Center; however, some field work will be required. Assists transportation engineering staff in gathering of data, running traffic modeling software, and implementing changes required to adjust traffic flow throughout the County.

ESSENTIAL JOB FUNCTIONS
- Oversees data communication requirements and standards for the Intelligent Transportation System (ITS) network and Traffic Management Center (TMC).
- Monitors the daily operations, communications channels, and system status of signals associated with the ATMS.
- Troubleshoots system malfunctions and works with the Traffic Signal Supervisor and/or support staff to repair systems in a timely manner to keep the system traffic responsive.
- Monitors traffic through video displays and on-site inspections; creates and employs approved traffic response plans; generates and/or modifies day and event programs; creates and maintains approved signal timings for isolated and coordinated traffic signals.
- Detects, monitors, and makes the necessary changes to the signal system to alleviate traffic congestion and delays due to crashes, detours, road closures, etc., that impedes normal traffic flows.
- Reviews signal timings, engineering studies, timing plans, and signal plans to ensure operation within system parameters.
- Interacts with State, County, city, private entities, and the general public.
- Develops procedures and controls to adequately and efficiently monitor the traffic signal system and makes recommendations for implementation.
- Monitors traffic operations and computer system operations; analyzes and produces daily reports.
- Regularly evaluates the results of overall operations and reports results to superiors.
- Performs basic administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with others, and communication through telephone and meetings.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

- Three (3) years of experience in network administration, information technology, or traffic engineering systems.
Licenses and/or Certificates:
- Must maintain a valid driver’s license.
- Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
- Knowledge of traffic programs including SYNCHRO, Transyt 7F, Passer, HCS, Signals 95, and TS/PPD, and ability to run such programs and produce usable results that can be presented to the Traffic Engineering department for evaluation, approval, and implementation.
- Knowledge of the concepts of coordination including cycles, splits, offsets, and force-offs and their effect on traffic flow.
- Knowledge of operations and practices of local government.
- Knowledge of federal, state, and local regulations concerning the installation, placement, and timing of traffic signal devices and related ITS electronic equipment.
- Knowledge of Naztec traffic control equipment and Streetwise traffic signal software preferred.
- Analytical and research skills.
- Skill in effective communication, both orally and in writing.
- Skill in prioritizing and organizing work.
- Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.

- Ability to read, analyze, and interpret common engineering and technical journals, operation manuals, and traffic signal controllers/coordination unit operation manuals. Ability to interpret and create time space diagrams.
