Qualifications:
- Bachelor’s Degree in Human Resources or a related fieldExperience with collective bargaining and contract negotiations
- Minimum of three (3) years in a school district, public sector, or equivalent experience with labor relations
- Experience with collective bargaining and contract negotiations
- Combination of training/experience which provides a working knowledge of administrative rules, statues, regulations, and school board policies
- SHRM-SCP or SPHR certification or willingness to obtain within a year
- Master’s Degree in a related field preferred
- Knowledge of and the ability to read and interpret federal and state regulations relative to human resources and labor relations preferred

Performance Responsibilities:
1. Contributes to the formation, development, implementation, and communication of collective bargaining agreements, Equal Employment Opportunity Commission (EEOC), harassment, Americans with Disability Act (ADA), Fair Labor Standards Act (FSLA), and employment law/policies/procedures.
2. Develops, implements, and provides assistance to administrators regarding the District’s evaluation system, employee performance improvement plans, and employee discipline.
3. Assist in resolving contractual misunderstandings between supervisors and employees.
4. Facilitate the appeal and grievance processes.
5. Provide recommendations and analysis of current policies, new legislation pertaining to labor relations and employment law.
6. Collect and analyze data relative to labor relations.
7. Facilitate the development and training of employees in all aspects of human resources compliance.
8. Conduct internal investigations pertaining to complaints filed against employees.
9. Investigate and respond to complaints related to EEOC, Veteran’s Preference, FSLA, FMLA, Sick Leave Bank, unemployment compensation, and drug testing policies and/or procedures.
10. Provide training, assist, and advise administrators on all investigatory matters.
11. Ensure due process for all employees covered under collective bargaining agreements.
12. Coordinate with law enforcement and Child Protective Services investigations against employees.
13. Ensure the appropriate steps and required reports are filed with the Education Practice Commission of certificated employees who are alleged to have violated the Code of Ethics and the Principles of Professional Conduct of the Education Profession and any necessary follow up.
14. Assist in preparing recommendations for actions related to employee misconduct and/or deficient job performance.
15. Conducts ongoing needs assessment and necessary audits for the district’s wellness initiatives and benefits.
16. Reviews data and creates reports to determine efficacy and return on investment for the benefit and wellness program.
17. Works collaboratively with stakeholders to develop a district employee wellness program.
18. Serves as chair for the employee benefits committee.
19. Supervises annual employee benefits enrollment.
20. Coordinates resources for employee mental health and crisis when needed.
21. Oversees the family medical leave and personal leave of absence process.
22. Supervises all aspects of recruitment and retention of employees.
23. Prepares and presents when needed, to employees/applicants regarding the Family Medical Leave Act (FMLA), Leave of Absence (LOA), the Florida Retirement System (FRS), The Americans with Disabilities Act (ADA), employee wellness incentives, and employee benefits.
24. Serves as the District ADA compliance officer (employees), Equity officer (employees), and Title IX Coordinator.
25. Collaborates with risk manager, providing resources to District employees.
26. Performs other job-related functions as assigned.
