BASIC JOB FUNCTION
Under the direction of the Chief Business Officer for Administrative Services, the Director of Fiscal Services is responsible for managing the District’s overall budgetary and accounting operations. This includes preparing and revising budget estimates for all programs and projects, overseeing all accounting activities—including Student Body accounting—and ensuring timely preparation of all required financial reports. The Director also supports the analysis and administration of other key business functions, such as transportation, maintenance, purchasing, nutrition services, technology, and risk management. In addition, the Director coordinates the flow of financial information to District administrators, supervises and evaluates assigned personnel, and establishes systems of internal control to safeguard the District’s assets through regular internal audits. This role requires strong written and verbal communication skills, the ability to interpret and analyze data, solve complex problems, and manage multiple tasks under tight deadlines. The Director must be capable of working independently, applying advanced mathematical reasoning, and adapting to frequent interruptions. Professionalism, sound judgment, and the ability to maintain positive working relationships with staff, administrators, vendors, and the public are essential. The position may occasionally involve interactions with dissatisfied individuals, requiring tact and conflict resolution skills.
The examination process will consist of supplemental questions within the application, a Technical interview, and a Qualifications Appraisal interview, followed by a selection interview for candidates in the top three ranks.

REPRESENTATIVE DUTIES AND KNOWLEDGE, SKILLS, AND ABILITIES

Plan, organize, control, and direct the activities and operations of the Fiscal Services Department including general accounting, internal auditing, payroll processing, receipt and disbursement of funds, data entry into appropriate system, financial reporting and related fiscal activities. E
Develop and maintain the District budget, estimating revenue limits and other income sources and expenditures; assure proper financial management of District funds including the general find, revolving cash account and other funds; monitor revenue, comparing budgeted amounts to receipt of funds; analyze cash receipts for District funds. E
Develop and implement procedures and policies for the Fiscal Services Department; provide leadership in achieving the District and departmental goals and objectives while providing support to school sites, programs and departments. E
Train and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignments, termination and disciplinary actions. E
Oversee data entry into the computerized budget system including employee data such as salary placement, FTE, fringe benefits, work months and other data; maintain tables related to salary schedules and fringe benefit costs; enter data related to expenditures, revenue and other data; make mathematical calculations and develop formulas as needed. E
Direct the preparation of monthly payrolls, vendor payments, collection and posting of revenues, and reconciliation of District accounting records; approve vendor payments, assuring payments are properly processed in accordance with applicable regulatory requirements, comparing budget to expenditures. E
Review and develop pupil attendance accounting procedures and verify attendance accounting reports. E
Provide support and advise District and site administrators, directors and other personnel in financial issues including budget, expenditures, pupil attendance accounting, Board policy and ASB organizations. E
Calculate and prepare changes to classified and certificated salary schedules for negotiated increases; approve requests for employment of classified and certificated positions based on adopted budget. E
Arrange for internal auditing at school sites for attendance accounting and ASB; direct and coordinate the annual independent audit, maintaining contact with external auditors to assure business office practices and procedures are in compliance with federal, state and county requirements. E
Provide technical expertise, information, and assistance to the Assistant Superintendent regarding assigned functions; assist in the formulation and development of policies, procedures and programs; advise the Assistant Superintendent of unusual trends or problems and recommend appropriate corrective action. E
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel. E
Attend and conduct a variety of meetings as assigned.

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS

Any combination equivalent to: bachelor's degree in business administration, accounting, or related field and five years increasingly responsible accounting experience including at least two years in a supervisory capacity.
LICENSES AND OTHER REQUIREMENTS
Valid California driver's license. -
