Job Description

We are seeking a dedicated and compassionate Child Support Agent II to join our team. In this role, you will assist in the enforcement and administration of child support programs, helping families navigate the process of securing financial assistance for their children. Your work will play a vital role in promoting child well-being, improving the lives of families, and ensuring compliance with guidelines. This position is responsible for the initiation, preparation and organization, and enforcement of child support orders in a Child Support Enforcement (IV-D) program. An agent in this class may perform some or all of the duties of a Child Support Agent I but is primarily involved in establishment of voluntary and involuntary paternity and support, enforcement, or in a generalist role. Work in this class can be distinguished from the Child Support Agent I by the in-depth investigation and preparation of cases for court, the enforcement of court support orders, variables affecting a case, and the independent role in presenting cases (with the attorney) in the courtroom. This position reports to the Child Support Supervisor.

Essential Functions

  • Performs some or all of the duties of a Child Support Agent I;
  • Involved in enforcing child support court orders, maintaining records and files, and preparing reports;
  • Meets with the client interviewing and explaining program requirements;
  • Attempts to locate a non-custodial parent through a variety of available resources;
  • Monitors enforcement orders and takes enforcement action within federally mandated time frames;
  • Attends court, communicates with court personnel and case participants, and gives testimony and presents facts of the case;
  • Reviews court documents;
  • Executes paperwork to deduct child support payments from wages and other sources of income;
  • Undertakes extensive investigation to determine wages assets;
  • Serves on an assigned shelter team in the event of a natural disaster or other event where county shelters are opened;
  • Performs other duties as assigned.
  • Minimum Qualifications

    Bachelor's degree and six months experience in eligibility, investigative, judiciary, or legal work; or an Associate degree in business administration, human resources, law enforcement, or a closely related degree and two years of experience in eligibility, investigative, judiciary, or legal work; or a high school diploma or GED and three years of experience in eligibility, investigative, judiciary, or legal work; or an equivalent combination of education and experience.

    Knowledge, Skills, and Abilities

  • Thorough knowledge of the Child Support Enforcement Program and applicable legal procedures;
  • Considerable ability to interview clients, absent parents, and related sources and to investigate cases;
  • Considerable ability to organize, analyze, and summarize case information;
  • Ability to communicate with clients, the public at large, and public officials to obtain data, and to explain and interpret rules, regulations, and procedures;
  • Ability to understand the needs and problems of the clients / applicants;
  • Good mathematical reasoning and computational skills;
  • Ability to read, analyze, and interpret rules, regulations, and procedures;
  • Ability to communicate orally and in writing;
  • Ability to demonstrate excellent listening skills.
  • Ability to adapt to policy and practice changes;
  • Ability to perform work using multiple local and state technology systems including NCFAST, Northwoods, iiReception, Microsoft Office, web browsers, virtual meeting platforms such as Microsoft Teams and Zoom, and other commonly used electronic programs;
  • Skills in operating standard office equipment such as a computer, phone, fax machine, and calculator;
  • Skill in maintaining a calm disposition in a variety of situations and maintaining confidentiality;
  • Ability to demonstrate excellent customer service with the ability to work with a diverse group of individuals and provide equitable treatment to all;
  • Ability to keep records;
  • Ability to perform and organize work independently;
  • Ability to establish and maintain effective working relationships with clients and absent parents, location resources, offices of the Clerk of Court, Magistrates, District Attorney, Sheriff, other court officials, and private attorneys.
  • Physical Requirements

    This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of

    force; work regularly requires sitting, speaking, hearing, use of hands and fingers, handling, feeling, reaching with hand and arms and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching, crawling, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas by means of spoken word; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately quiet location (e.g. business office).

    Special Requirements

    Must possess a valid North Carolina driver's license.

    Must complete all applicable required training including Confidentiality, Civil Rights, FEMA and Red Cross Shelter Training, Bloodborne Pathogens, IV-D training, other state trainings, new employee orientation, and Chatham County Department of Social Services Policy and Procedures.

    Some travel for local or state meetings may be required.
