Job Description

Performs intermediate technical work maintaining E-911 database, resolving addressing problems, managing and updating the Geographical Information System (GIS), and performs related work as apparent or assigned. Work is performed under the limited supervision of the Emergency Management Director.

Essential Functions

  • Receives and reviews daily downloads from the telephone company, cross-references downloads with the E-911 addressing database, and investigates and resolves addressing discrepancies;
  • Manages and updates GIS layers, centerline roads, address points, ESN, etc., exports layers to update maps with new data for the communications center, and builds new layers as needed;
  • Assigns addresses to new structures and provides information to citizens, government offices, and the United States Postal Service;
  • Updates and maintains the E-911 addressing database;
  • Maintains and updates master street address guide, updates the automatic number information and the automatic location information systems associated with E-911 emergency calls;
  • Reviews call problem reports and resolves incorrect call routing, address display problems, or incorrect assignment of emergency service provider information;
  • Implements E-911 street addressing policies and procedures;
  • Performs administrative support duties in the absence of the Administrative Support Specialist III;
  • Oversees the logistics of Emergency Operations Center activation or during an emergency situation;
  • Performs other duties as assigned.

Minimum Qualifications

High school diploma or GED with coursework in geography, computer science, or related field and moderate experience in computer database management or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the county street address ordinance and of streets and highways in the county;
  • Thorough knowledge of operating output devices associated with Geographic Information Systems and other land information systems;
  • Thorough knowledge of digital cartographic techniques and standards;
  • Thorough knowledge of State and local codes governing land development, transfer of real property, and rights of ownership and utilization;
  • Ability to comprehend technical specifications for computer-aided/automated database and cartographic products;
  • Ability to establish and maintain effective working relationships with associates and the general public.

Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires the use of hands and fingers, handling, feeling and repetitive motions, frequently requires sitting, speaking or hearing and occasionally requires standing, walking, stooping, kneeling, crouching, crawling, reaching with hands and arms, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements
Must obtain ESRI ArcGIS I certification within six months of employment.

Must obtain National Incident Management Systems within one year of employment.

Must possess a valid North Carolina driver's license.
